- Description
- The Enforcement, Investigations and Analysis Officers (EIAO) Training will support in-plant inspection personnel in verifying Hazard Analysis and Critical control Point (HACCP) systems adequacy; facilitate industry innovation; outbreak prevention and containment; apply risk analysis; improve compliance through effective communication with industry; and address unique problems that require a comprehensive, interdisciplinary approach. The United States Department of Agriculture (USDA), Food Safety and Inspection Services (FSIS) plans to issue a Request for Proposal (Sol. No. AG-3A94-S-15-0017) for services to provide Enforcement, Investigations, and Analysis officers (EIAO) Training. The EIAO will support in-plant inspection personnel in verifying Hazard Analysis and Critical control Point (HACCP) systems adequacy; facilitate industry innovation; outbreak prevention and containment; apply risk analysis; improve compliance through effective communication with industry; and address unique problems that require a comprehensive, interdisciplinary approach. The procurement is being conducted as a commercial Item Acquisition under FAR Part 12. The contractor will be responsible for providing all training curriculum, facilities for training the students, and providing lodging for the students, including the following: All training materials including providing student copies of all FSIS developed materials; 3 college credit hours for the non-FSIS portion of the materials; On-going student assessment through tests and exams; Tutoring on an as-needed basis; Training space for a total of 4 weeks (includes all components of training); Instructors for non-FSIS portion of training; Single room lodging; Follow-up electronic communication system; Hands-on instruction in Food Microbiology including two afternoons in a food micro laboratory, IVT training including a hands-on activity in the meat processing facility, and a hands-on practical swabbing surfaces for LM; FSIS with a roster of those that attended the training The Agency has a need to train a total of approximately 80 individuals. It is anticipated that two (2) classes will be offered each year and each class will last four (4) weeks. Approximately half of the class time instruction will be developed and presented by FSIS. The other half will be the responsibility of the contractor. The contractor shall provide a curriculum that contains the following: Foodborne illness; Food microbiology, lab methods, sampling and testing, including; Statutes and Rules of Practice; HACCP and prerequisite programs; EIAO FSA methodology; Report Writing; Communication; Investigative techniques/interviewing skills; Finding and applying scientific information; Statistical Process Control; Collecting/handling evidence including use of digital photography; Ethics, integrity, professionalism, and cultural diversity; Administrative enforcement including documentation, letter writing and detentions; Recalls; IVT methodology; SBREFA and CCMS. Offerors are required to submit a technical and price proposal for evaluation by the Government. It is anticipated that a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded. The period of performance will be for a 1- year base period and four 1 - year options periods. Award will be made to the offeror who submits the proposal considered most advantageous to the Government considering price and technical evaluations factors. The award will contain provisions for issuance of firm-fixed price task orders. All qualified responsible sources may submit an offer which shall be considered by the Agency. The offers most conform to the RFP instructions and be received by the closing date specified in the RFP. The release date of the RFP is March 13, 2015, with an offer due date of April 3, 2015 at 4:00 pm EST. Oral communications are not acceptable in response to this notice.
