Description
Synopsis: The U.S. Customs and Border Protection (CBP) intends to modify an indefinite delivery, indefinite quantity (IDIQ) contract to Microsoft Corporation by adding 90 days to the period of performance. The statutory authority permitting the modification of this contract by other than full and open competition is 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements, on behalf of the Department of Homeland Security (DHS) and all of its components. This modification provides continuation of Microsoft Consulting Services (MCS) and Microsoft Premier Support Services (MPSS) currently provided directly from Microsoft Corporation to all DHS components by agency-specific task orders issued against this IDIQ. Microsoft provides technical staff to implement new and maintain existing Microsoft technologies, and enable DHS to optimize the Microsoft environment by assisting with the day-to-day management of the network resources, identify anomalies and take the appropriate actions necessary to minimize disruptions to the DHS network. This contract supports the DHS mission, is in compliance with and under the direction of DHS, federal and executive mandates, national security, as well as emergency response. The inability to extend this contract by 90 days to the incumbent vendor while the follow-on contract is put in place will result in a loss of support that would affect the readiness of the DHS mission. This notice of intent is not a request for competitive proposals and no solicitation is available. Interested organizations may submit comments in writing to Gary.R.Robertson@cbp.dhs.gov with the solicitation number referenced in the subject line no later than 4:00 PM EDT on March 20, 2015. Oral communications are not acceptable in response to this notice.
