AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W912JB-15-T-4019-01 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-80. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 with a small business size standard of $15.00M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2015-03-19 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Selfridge ANG Base, MI 48045 The National Guard - Michigan requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: The contractor shall provide and install a new indirect fired make-up air unit(MAU)to replace the inoperable one(HV-2) at Selfridge Air National Guard Base, Michigan Hangar 36. All work performed under this contract shall be conducted in accordance with all applicable state and federal laws, regulations,and codes. The unit will be installed on the roof of Hanger 36. Contractor shall remove the existing 200 MBh indirect fired MAU and dispose of it off site. The new indirect fired MAU shall have the following Salient Characteristics: 200 MBh Input, power venting, 460 volt,60 HZ, 3 phase power,natural gas, 1600 cfm blower, 100% outside air with air hood, electronic dulating gas valve with duct t-stat. The MAU shall be installed using existing gas line and electrical service currently there. Any connected DDC shall be retained in the new MAU. Catalog data shall be submitted and approved by the Government prior to installation of the MAU. A one year warranty on workmanship shall be provided along with any manufacturer's warranty on materials installed. Any warranty that exceeds the one year warranty shall be issued to the Government. Comparable MAU Model is a "Sterling" PV20A2C01K61E2A of the existing unit. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Michigan intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Michigan is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. Failure to do so will not relieve bidders/offerors from the responsibility for estimating properly the difficulty or cost of successfully performing the work.
