Description
This serves as "Notice of Intent" of the Naval Sea Systems Command, Program Executive Office Littoral Combat Ships (PEO LCS) to issue a sole source Basic Ordering Agreement (BOA) to Lockheed Martin Corporation, 497 Electronics Parkway Building 5, Liverpool, New York 13088 for system repairs and design agent engineering services in support of the Shipboard Mine Neutralization System-SeaFox (SMNS-SF) and the AN/ASQ-232 Airborne Mine Neutralization System-SeaFox (AMNS-SF). The estimated ceiling for cumulative orders to be issued under the BOA is $47.3M. The ordering period under this BOA will be five years from the date the BOA is awarded, with an estimated date to end of May 2020. Orders will be issued pursuit to 10 U.S.C. 2304(c)(1). Award of this BOA to any source other than Lockheed Martin would result in a failure to support the required capability to the Fleet in time to meet the ship schedule in Bahrain. Lockheed Martin is the sole designer, developer, and producer of the SMNS-SF variant and AMNS-SF systems. As such, Lockheed Martin is the only source currently capable of integrating the SMNS-SF systems with the Atlas SeaFox neutralizer onto the host platform in a short amount of time. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
