Description
The National Institutes of Health, Clinical Center is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses, HUBZONE small businesses, small businesses under the 8(a) program, and/or businesses under GSA Schedule, capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The Pharmacy Department's Pharmaceutical Development Section (PDS), Cleanroom operations, in the Clinical Center at the National Institutes of Health (NIH) in Bethesda, Maryland has a need for the procurement of an automatic vial filling machine to support the increased demand on formulations of injectables in various sizes of vials for the NIH Clinical Center Protocols. This machine will fill automatically and aseptically various sizes of vials with sterile solutions manufactured by NIH/PDS, to be used as vaccines for children and vaccines for Homeland Security (NICHD). The NIH-RMD seeks a contractor who can provide an automatic vial filling machine with these specifications: - This module must be bench-top sized, capable of filling and stoppering and crimping vials automatically. - It should be manufactured with 316 stainless steel frame by compact design to work in the limited space of a commercial laminar flow hood. - It should be easily assembled and separated for cleaning and decontamination. - The unit should be transferable into the 10' horizontal hood by wheels in the new Pharmacy cGMP facility. - It can be handled by 2 trained operators - The module must automatically fill various sizes of vials - 1 mL v-vial, 2 mL, 5 mL, 10 mL, 20 mL, 30 mL, 50 mL and 100 mL. - It should have minimum changing parts. - The module must be capable of filling the vials with water-like liquids with an accurate and easy to operate pump. - The module will accept our silastic tube filling medical grade 1/8 X 1/4 in Helix Mark cat# 60-011-21. - Programmable Logic controls (direct operator control or automatic dispensing) must be in place. - The module must have capabilities for gas purge of the vials. Performance: - The module must fill, stopper, and crimp at least 20 vials per minute. - The module must be designed to accommodate all different sizes of vials to allow for change of components or production demands. - The utility should be used without any modification of the current supply of electricity and compressed air. - Changeover of components should be done under 5 minutes. - There should be no particulate forming from the mechanism of the parts during operation, inside the class 100 aseptic hood. - The module must fit our current horizontal biologic hood, Bldg 10, RM 1C166A7A2, which has a frontal opening of 4 ft. Maximum Height of 3 ft, depth of 3 ft and length of 6 ft. The vendor responses must demonstrate their capability of providing a machine with the characteristics described above. Please note that failure to specifically demonstrate capability to provide the required equipment in your response to this market survey may affect the Government's review of industry's ability to perform these services. The vendor's response shall be in sufficient detail to allow the Government to assess the capability of your firm. The vendor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Purchase Order or Contract based upon Vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information.
