Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for Maintenance Dredging of the Federal Navigation Project (FNP) in Duxbury Harbor in Duxbury, Massachusetts. This announcement is to determine the interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for this procurement is 237990. The project is planned to be issued on or about May 2015. The construction will occur in the fall and winter of 2015 and is anticipated to take several months to complete. The estimated construction cost is between $1,000,000.00 and $5,000,000.00. The work of this project consists of maintenance dredging of the FNP which consists of an, 8 feet deep, 100 feet wide and 1 mile long, entrance channel; and, an 8 feet deep, 21 acre anchorage in the inner harbor. A total of about 200,000 cubic yards (c.y.) of sand (entrance channel) and silt-clay (anchorage) will be dredged by mechanical dredge. A closed bucket will be required while dredging in the upper entrance channel and anchorage to minimize turbidity adjacent to the dredge. The dredged sediment will be placed at the Cape Cod Bay Disposal Site (CCBDS) located approximately 20 nautical miles (one-way) from Duxbury Harbor. The anticipated work window is September 1, 2015 to December 31, 2015. Due to environmental concerns, the CCBDS closes on January 1, 2015; therefore, all work in this contract will be required to be completed by that date. Under this contract the successful offeror will be required to provide the equipment, personnel and materials required for the removal of about 200,000 cy of material as described herein from the FNP and placement of the dredged material at the CCBDS within the specified timeframe. Each offeror will be evaluated on past experience, their proposed equipment list and the capability to meet or exceed a minimum production rate of 3,000 c.y. per day. Interested firms should submit a capabilities package to include the following: business classification (e.g. HUBZone, etc.), a proof of bonding as well as a detailed list of the equipment that would be utilized for this project. The detailed equipment list should include at a minimum: the name (or names) of the anticipated dredge(s) to be used; a detailed description of the crane or excavator including bucket(s) size to be used; and the number, the names (if applicable), and a detailed description of the attendant tugs and scows to be used. Additionally firms must submit qualifications and experience in performing the work requirements stated above. Firms must submit documented information that demonstrates experience with a minimum of two examples of a dredging project, similar in scope and magnitude to this project that the firm has performed in the last five years. The dredging projects being cited as examples of capability must include placement of dredged material at an ocean placement site and must clearly demonstrate projects beyond a typical dredging project and should highlight demonstrated experience and past performance with dredging in a confined harbor. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Subcontractor's experience must also have been performed within the last five (5) years. Responses are due April 3, 2015. Responses should be emailed to ATTN: Lennie K. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
