SOURCES SOUGHT NOTICE SUPERVISOR OF SHIPBUILDING CONVERSION & REPAIR, GROTON, CT. PREVENTIVE MAINTENANCE & REPAIR SERVICES OF AIR CONDITIONING UNITS ONBOARD VIRGINIA CLASS-LOS ANGELES CLASS SUBMARINES The Supervisor of Shipbuilding Conversion & Repair, Contracting Department, Groton, CT seeks qualified sources capable of providing Preventive Maintenance and Repair Services of Air Conditioning (A/C) units- [Manufacturer: Johnson Control/York Navy Systems] onboard Virginia Class and Los Angeles Class United States Ships (Submarines) in accordance with the Performance Work Statement that will be included in the Request for Quote (RFQ) publicized at a later time. This is a Sources Sought Notice (not a Pre-Solicitation Notice pursuant to FAR Part 5)to determine the capability and availability of sources for services described herein and prepared in accordance with the information in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, using Simplified Acquisition Procedures for Commercial Items found at FAR Part 13; FAR Subpart 13.5 - Test Program for Certain Commercial Items, and FAR Subpart 16.5 - Indefinite Delivery Contracts as supplemented with the additional information included in this notice. The applicable NAICS codes are 336611 - Ship Building and Repairing (Small Business standard 1,000 Employees) and 238220 - Plumbing, Heating and Air Conditioning Contractors (Small Business standard $15 Million). The service code is J041 - Maintenance, Repair, and Rebuilding of Equipment Refrigeration, Air Conditioning, and Air Circulating Equipment. The Supervisor of Shipbuilding Conversion & Repair (SUPSHIP), Contracting Department, Groton CT is seeking information to determine whether or not there are small businesses that can support this effort. Based on the information received, a determination will be made whether or not the procurement will be issued as a small business set-aside and whether or not the procurement will be issued on a competitive basis. Sources Sought include small businesses, veteran-owned small businesses, service-disabled/veteran-owned small businesses, HUB-Zone small businesses, small disadvantaged businesses, and women-owned small businesses concerns. This effort shall be conducted by appropriately trained and experienced personnel. Personnel shall have a minimum of 3 years experience in successfully providing preventive maintenance and repair services of York International Corporation DBA Johnson Controls (OEM) Air Conditioning (A/C) units onboard Virginia Class and Los Angeles Class submarines. Security Clearance: During the resultant contract period of performance, each individual vendor employee that will be working at Naval Submarine Base, Groton Connecticut, shall have obtained final Secret clearance. Citizenship: Because A/C unit preventive maintenance and repair services shall take place on military installations (onboard submarines), no foreign national may be assigned to this project. Each individual vendor employee who will be working on Naval Submarine Base, Groton Connecticut or other US military installations, during the period of performance, must be a United States citizen. Please provide a white paper (5-page limit) responding to the following (include supporting documentation as applicable): (1) Company name, address, point of contact, phone number, e-mail address, and business size and disadvantaged, 8(a) or HUB-Zone status. (2)Qualifications/capabilities/security clearances to execute the required work; (3) Past performance record and references, or past performance of a similar nature that supports your qualifications/capabilities for the required work; and (4) If this project were set-aside for small business, would your company submit a quote. For past performance records and references, please ensure the following is addressed in your response: (a) Submarines A/C units maintenance and repairs experience and the scope of these previous services; (b) the dollar range of related contracts. The proposed contract period of performance will be a base period of one year plus four, one-year option periods. The proposed contract will be awarded as a Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) commercial type contract. All responsible interested sources are encouraged to submit their capabilities statement [and answers to information required] regarding services described herein via email only. Responses are requested by 12:00 (EST), Tuesday 31 March 2015 and shall be forwarded to Jimmy Toala at Jimmy.Toala@supshipgr.navy.mil and Laura.Chapman@supshipgr.navy.mil. All information shall be submitted at no cost or obligation to the Government. This is a market survey for informational and planning purposes only. THIS IS NOT A REQUEST FOR QUOTES (RFQ) AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A RFQ. Please be advised that the Government will not pay for any information submitted under this announcement. This announcement constitutes an official Request for Information (RFI) as defined by FAR 15.201(e). This document will assist the Government in determining if this acquisition will be set aside for small businesses and if it will be procured on a competitive basis. Failure to answer any information required herein may result in an unfavorable determination of capability for purposes of this survey. Questions regarding technical or contractual issues must be addressed to the Contract Specialist via e-mail ONLY. The RFQ will incorporate provisions and clauses in effect through FAR and DFARS at the time of issuance. It is the vendor's responsibility to be familiar with the applicable clauses and provisions. Lack of registration in the System for Award Management (SAM) database (www.sam.gov) will make a vendor ineligible for award. The government anticipates release of the RFQ during April 2015.
