Description
Marine Corps Systems Command, Program Manager, Ammunition is conducting market research to determine industry capabilities in providing the following non-developmental, Final Type Qualified, and DOT Hazardous Material Classified cartridge: CTG, 40MM PRACTICE, DAY/NIGHT MARKING MK281 MOD3, NSN - 1310-01-586-9864. The Cartridge, 40mm MK281 MOD3, Insensitive Munitions ( IM ) Compliant Day / Night Trainer is an "all-purpose" day and night High Velocity ( HV ) training cartridge intended to be fired from any NATO standard HV 40mm Grenade launcher. The MK281 MOD3 features two different marking agents in the projectile; 1) orange powder for day marking, 2.) and a chemiluminescent liquid for verifying target hits at night. The night marking agent of the MK281 MOD3 is visible with both the naked eye and through night vision devices. The 40mm, MK281 MOD3, Insensitive Munitions ( IM ) Compliant Day / Night Trainer as listed above is used in the U.S. MK19, 40mm Grenade Launcher. Interested parties must meet the following: 1) All U. S. environmental restrictions; 2) Have the capability to meet all U. S. Government and Military CONUS / OCONUS storage requirements / restrictions normally imposed on storage of similar munitions; 3) Have existing production tooling / line capable of producing approximately 10,000 Cartridges per month after initial start up; 4) Have the technical expertise and facilities to conduct standard First Article Acceptance Testing ( FAAT ) and Lot Acceptance Testing ( LAT ) prior to Full Rate Production and delivery; and 5) Must follow all U.S. DOT regulations and not alter the transportation requirements of any vehicle that carries said item. The 40mm MK281 MOD3, Insensitive Munitions ( IM ) Compliant Day / Night Trainer must have the capability to function and meet velocity and dispersion requirements, with no degradation under environmental conditions of hot, cold, and ambient temperatures when fired. The North American Industry Classification (NAICS) Code is 332993. All contractors who provide goods / services to the DoD must be registered in the Central Contractor Register (CCR). Any forthcoming solicitation will require online certifications and representations (ORCA), http://orca.bpn.gov. Failure to comply with ORCA registration may make the offeror ineligible for award. Interested parties may identify their capability to meet the requirements listed above by submitting a white paper, with technical data for the item, and the capability to provide test units upon request.
