- The U.S. Department of Transportation, Office of the Assistant Secretary for Research and Technology, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a solicitation for services related to the State of Knowledge and Practice for Using Automated License Plate Readers for Traffic Safety Purposes. The solicitation will be competed as a Full and Open competition and is intended for a single award. The Government intends to award a cost-plus-fixed-fee completion type contract. This procurement will be conducted in accordance with FAR Part 15, Contracting by Negotiation. The term of the contract is estimated to be 32 months from the date of award of the contract. The purpose of this contract is to conduct preliminary qualitative research on the feasibility of using Automated License Plate Readers (ALPRs) as countermeasures to improve traffic safety. While ALPRs are deployed for a variety of purposes (e.g., homeland security, locating and recovering stolen vehicles, etc.), the purpose of this study is to focus on the use of ALPRs for traffic safety purposes. Within traffic safety, the emphasis will be on license offenses, including revoked, suspended, or restricted licenses. However, the study should reveal whether ALPRs are being used for any other type of traffic safety function, e.g., speed enforcement. The research shall examine the full range of issues associated with the implementation and use of ALPRs for traffic safety purposes, including, but not limited to:   • Extent of ALPR use for traffic safety purposes (overall and relative to other purposes) • Development, implementation and maintenance of ALPR databases (e.g., "Hot Lists") • Cost to deploy and maintain ALPRs (including training) • Effectiveness of ALPRs o Benefits/value/usefulness of deploying ALPRs for traffic safety purposes o Challenges and problems encountered when utilizing ALPRs for traffic safety purposes, including technical, operational and institutional (and how they were overcome) • Legal issues surrounding the use of ALPRs and how have they been addressed • Law enforcement acceptance for traffic safety purposes • Community acceptance for traffic safety purposes • Privacy concerns • Other issues or concerns It should be noted that this research does not involve the deployment of any technology. It is a qualitative, balanced assessment of the issues associated with the implementation of ALPRs for traffic safety purposes. The North American Industry Classification System (NAICS) code for this acquisition is 541720 - Research and Development in the Social Sciences and Humanities, with a small business size standard of $20.5 million. The estimated release date of the solicitation will be on or about March 30, 2015. Proposals will be due approximately 45 calendar days following the issuance of the solicitation. The Volpe Center uses electronic commerce to issue Request for Proposals (RFP) and amendments to RFPs. Paper copies of these documents are not available and no hard copies will be mailed. The Government will not pay for any documentation provided in response to this synopsis and any documentation received will not be returned to the sender. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
