Description
1. PURPOSE OF THIS ANNOUNCEMENT: This announcement synopsizes the Government's intent to procure Architect Engineering Services pursuant to Federal Acquisition Regulations (FAR) FAR 5.203(d), FAR 5.205(d) and FAR 36.601-1. 2. PROJECT TITLE: SINGLE AWARD TASK ORDER INDEFINITE DELIVERY INDEFINITE QUANTITY CONTRACTS FOR MULTI-DISCIPLINE ARCHITECT-ENGINEER (A/E) SERVICES TO SUPPORT DOD AGENCIES IN THE OKINAWA, JAPAN REGION. 3. CONTRACT INFORMATION: a. This contract(s) is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. b. The intent is to award two (2) Indefinite Delivery Indefinite Quantity (IDIQ) contracts for Firm Fixed Priced (FFP) services, but the Government reserves the right to award less than two (2) or more than two (2) in a period span of two (2) years. The planned duration for these contracts is a total of five years, consisting of a one year base ordering period plus four options for ordering periods of one year each. The capacity of each IDIQ is anticipated to not to exceed $5M. Task Orders will be issued as needed. Contract(s) are anticipated to be awarded fiscal year 2016 based on the availability of funds. Minimum guarantee is $5,000.00 over the life of the contract. c. Contracts awarded as a result of this announcement will be administered by 18th Contracting Squadron, Kadena Air Base, Okinawa Japan for use on federal projects under its jurisdiction. d. The anticipated contract will include general facility and utility maintenance, repair, alteration, and upgrade work encompassing the full range of Title I (Types A and B services) and Title II (type C services) work on miscellaneous projects and related work as well as studies for various facilities on Okinawa, Japan. The work will generally be a combination of Architectural, Civil, Structural, Mechanical, Fire Protection, and Electrical work. (For detailed explanation of the type of services, refer to Attachment #1, Statement of Work). e. The North American Industry Classification (NAICS) code for this acquisition is 541330 Engineering Services. f. Per DFARS 236.602-70, A-E firms must be a U.S. A-E firm or are in a joint venture with a U.S. A-E firm to be eligible for single delivery orders exceeding $500,000. g. Interested parties must be registered in FedBizOpps and the System for Award Management (SAM) at www.sam.gov in order to view or download the solicitation documents. It is the responsibility of the interested parties to appropriately register SAM & FBO and to monitor for notices, amendments, etc. Prospective Offerors are advised, to be eligible for award of the contract resulting from this solicitation requires an active SAM registration, to include satisfactory completion of the applicable online representation & certifications. 4. SELECTION CRITERIA a. Proposals will be evaluated on each of the criteria factors listed below. (1) PROFESSIONAL QUALIFICATIONS of those providing services. Evaluation will consider education, training, professional registration, certification, overall and relevant experience, and longevity with the firm. Professional-level registration is required for key principles/professionals; Continuing education and training. (2) SPECIALIZED EXPERIENCE and technical competence in the type of work and services required including experience in fire protection and suppression systems, anti- terrorism and force protection, energy conservation, pollution prevention, waste reduction, and use of recovered materials. Experience with both national and local-area regulations and building codes relating to the required work and a service is desired. (3) CAPACITY for timely accomplishments of simulations multiple delivery orders for design services. Assume that the simultaneous delivery orders will each require multi discipline personnel to include architectural, civil, structural, electrical, and mechanical professionals. (4) PAST PERFORMANCE on Department of Defense and other contracts in terms of cost control, quality of work, and compliance with performance schedules as determined from performance quality of work, and compliance with performance quality surveys, from the past and present customers, and from other sources. (5) EQUITABLE DISTRIBUTION OF WORK. Volume of Department of Defense contract awards in the last 12 months. (6) PARTNERSHIP OR JOINT VENTURE WITH U.S. A-E FIRM. Ability to award a single design delivery order of greater than $500,000 as per U.S. Federal Acquisition Regulations (FAR) Section 111. (7) GEOGRAPHIC PROXIMITY TO KADENA AB. Preference will be given to firms with established offices on Okinawa Island. (8) ELECTRONIC FORMAT CAPABILITY. Ability to provide electronic versions on CD-R of design drawings in both AUTOCAD (latest release) and in Adobe Acrobat Reader (.pdf) formats. Ability to provide electronic versions on CD-R of all design documents in Adobe Acrobat Reader (.pdf) and Microsoft Office formats (including Word, Excel, Access, and Binder). 5. SUBMISSION REQUIREMENTS a. Deadline. Interested parties shall submit responses no later than 22 April 2015, 1600 hours (4:00 PM), Japan Standard Time. Submissions after the deadline may be emailed to Kei Yamanoha (kei.yamanoha@us.af.mil), but be advised they will be considered late and as such will be processed in accordance with FAR 15.208. b. All data is required to be submitted by writing (two (2) hard copies) or electronic format (two (2) CDs) on a SF 330 (Parts I and II) in accordance with the instructions above to the 18th Contracting Squadron, Bldg.# 95, Kadena Air Base, Okinawa, Japan no later than 22 April 2015, 1600 hours (4:00 PM), Japan Standard Time. 6. INQUIRIES: a. Interested parties with technical inquiries shall submit their inquiries in writing via email to Kei Yamanoha ( kei.yamanoha@us.af.mil ). Further, no questions, unless in the government's best interest, will be answered any later than fifteen (15) business days prior to the stated deadline for responses to this announcement. It is the Offeror's responsibility to monitor for inquiries and responses.
