The Government reserves the right to compete any acquisition resulting from this survey among small businesses based on the responses received. The sources sought notice is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. No solicitation document exists at this time. BACKGROUND: Given the public's high expectations for performance and the complexity of the work, The Department of Labor (DOL), Employee Benefits Security Administration (EBSA) needs leaders able to motivate and inspire the EBSA workforce to effectively carry out its crucial mission. DOL is led by a cadre of Senior Executives who require continuous learning and training. EBSA Regional Directors serve as our field leadership team. The Los Angeles Regional Office (LARO) is experiencing, among other things, challenges that often confront any large organization in terms of leadership, relationships among and between staff, including management, and the resulting performance challenges. OBJECTIVE: Description of Services Sought: • An engagement in the LARO to strengthen the management team and provide additional capability to address organizational challenges (this may be multi-phased, if necessary). • The engagement should include one-on-one executive coaching for the LARO Regional Director and the Deputy Assistant Secretary for Program Operations (DASPO) who serves as the first-line supervisor. • At a minimum, individual coaching should explore leadership style of each, and provide feedback that will promote action and drive behavioral change, as necessary. • An interview-based, 360 assessment to include the LARO executives' direct reports, supervisor and two or three peers (including a summary report of the assessment showing trends and insights from the 360 assessment for each executive). • Follow-up individual sessions to identify and work toward specific goals as described by the assessment. • Joint sessions led by an executive coach that will pair the executive and his or her supervisor. • Group coaching for up to ten LARO managers which will focus on mission-critical topics and help address day-to-day challenges. • An action planning session with the LARO to discuss ways to implement and sustain desired changes. • Additional meetings with the LARO which will focus on action learning projects. Key Personnel: The contract manager must have extensive experience in Senior Executive Service development activities, including executive coaching and action-learning programs for executives. Key personnel qualifications must have a minimum of a Bachelor's Degree and at least 15 years of experience in executive level management. The individual and/or group coach must have a high degree of expertise with senior executive coaching and coach-led action learning projects. Submission of resumes of key personnel is required. Dates and Places: The entire process should be completed within one year; beginning as soon as possible after the contract is awarded. The meetings will be held in the LARO (1055 E. Colorado Boulevard, Suite 200, Pasadena, CA), EBSA National Office (200 Constitution Ave. NW, Suite N-5677, Washington, DC) and through virtual meetings. WHO MAY RESPOND: All capable businesses are invited to participate, while SMALL BUSINESS ARE ENCOURAGED TO RESPOND. Please include whether or not you are a small business; HUBZone small business; service-disabled veteran-owned small business; 8(a) small business; woman-owned small business; or small disadvantaged business in order to assist the Government in determining the appropriate procurement method, including whether a set-aside is possible. The North American Industry Classification System (NAICS) code for this requirement is 611430 - Professional and Management Development Training. The small business size standard is $11 million. INSTRUCTIONS: In accordance with FAR 4.1102, all prospective contractors shall be registered in the System for Award Management (SAM) database prior to award or agreement. All interested parties are required to submit a capability statement package that shall not exceed 10 pages, single space, including a cover letter that must cite the following information, but not limited to: 1. Business Size Standard/Classification The closing date for the receipt of responses is March 24, 2015, at 3:00 p.m. Eastern.
