- SOW Justification and Approval Grounds Maintenance Services This is a special notice to acknowledge that Border Enforcement Contracting Division intends to award a Sole Source contract to Val-Coast, Inc, 2326 Glacier Lane, Santa Maria, CA 93455 in accordance with FAR 6.302-5, Authorized or Required by Statute. The proposed acquisition is to purchase Grounds Maintenance Services in accordance with the attached statement of work and Justification and Approval. This requirement is a "bridge" contract during transition of the ongoing requirement to the Ability One/Source America Procurement List. This requirement will result in a Firm-Fixed price contract. The North American Industry Classification System (NAICS) is 561730. In accordance with FAR 5.102(e), this Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. The determination not to compete the requirement will be at the sole discretion of the Government.
