Synopsis: THIS IS A SOURCES SOUGHT NOTICE REQUESTING SPECIFIC AND INNOVATIVE RISK MITIGATION SOLUTIONS FOR AN INTERIM CONTRACT REQUIREMENT AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR IS IT THE INTENT OF THE MISSION & INSTALLATION CONTRACTING COMMAND (MICC), FORT BENNING, GEORGIA TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION (RFI) OR OTHERWISE PAY FOR THE INFORMATION SOUGHT. 1. INFORMATION: MICC, Fort Benning is seeking preliminary marketing information, from capable and reliable sources who can provide specific innovative solutions that mitigate the inherit risk associated with a short effort. An interim contract is necessary to minimize lapse in services for awarding a contract for non-personnel services to provide Base Operation services for the Directorate of Public Works (DPW), Installation Management Command (IMCOM) located at Fort Benning, Georgia. Respondents must address the ability to perform accelerated short notice requirements which include Buildings and Structure Maintenance, Utility and HVAC Services, Range Maintenance, Cemetery Operations and Remote Camp Operations at Fort Benning. The follow-on acquisition is proceeding slower than expected, however, the continuation of Base Operations Support Services (BASOPS) are vital to the operation and maintenance of the installation during this transition. Delays necessitate an interim coverage for a short period of time between lapse of contract and final award and transition to the new contract. The North American Industry Classification System (NAICS) classified for this effort is 561210, Facilities Support Services, with a current business size of $38.5M. 2. PROJECT SCOPE: This possible future requirement will be supporting maintenance and support services for the soldiers and personnel located on the Fort Benning military installation. BROAD DESCRIPTION OF WORK: Services include the following, which are considered mission-critical: Buildings and Structures Maintenance: provides all maintenance and repair functions for buildings and structures at Fort Benning. This includes maintenance and repair of building electrical, plumbing, roofing, locks, windows, doors, emergency exits, and fire alarm systems. It also includes maintenance and repair of street signs, traffic lights, warning sirens, dining facility equipment, etc., as well as inspection/repairs of daycare facilities. Utility and HVAC Services: provides for all heating and cooling services at Fort Benning. This also includes inspections and repairs of backflow preventers to ensure safe drinking water and emergency generators to ensure continuous power to computing and vital safety systems. It also includes operation of propane peak shaving plant, which is essential to provide heating during periods of restricted supply of natural gas from Liberty Utilities. Range Maintenance: provides for maintenance and repair of all ranges at Fort Benning, to include berms, range shacks/towers, target systems, etc. If not done, these ranges would quickly become unusable for training. Fort Benning fires more rounds than all other bases in the Army combined. Cemetery Operations: provides for operation and maintenance of the Fort Benning cemetery. This cemetery is active for internments and is a national shrine to our veterans. Remote Camp Operations: All public works functions (including heating, cooling, electrical/plumbing/roofing maintenance, and operation of the water/waste water treatment plants) at Camp Merrill. This camp is vital to the mountaineering portion of the U. S. Army Ranger School training. 3. SUBMISSION REQUIREMENTS: All interested firms shall submit their innovative solutions, and specific unique capabilities that exist that will facilitate success to Terrhonda C. Mills, Contract Specialist. The Army requires a general statement of capability. Submission shall be received by 1400 hours or 2:00 p.m., 27 March 2015 and shall not exceed two (2), 8-1/2 x 11 pages. THIS SYNOPSIS IS ONLY FOR MARKET RESEARCH PURPOSES. This RFI does not constitute a request for proposal nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of response to this notice. All data received in response to this RFI marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government. Concerns must address the title of this requirement, reference this synopsis, and specifically why the respondent believes the Army is unreasonably restricting competition. Any submission that identifies potential risk mitigation will be considered; however, the Government will determine its validity and implementation.
