INTRODUCTION A. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Parts 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. B. The combined synopsis/solicitation Request for Proposal (RFP) number is: FA8101-15-R-0005. C. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-80. D. Small Business Set-Aside: 100% Small Business Set Aside. E. Proposal Submissions: Offers are due no later than 1200 CST 31 March 2015. Proposals should be emailed to both primary and secondary POC's. Contracting Office: AFMC AFSC/PZIOB - 7858 5 th Street, Suite 1 Tinker AFB, OK 73145-9025 G. The NAICS code applicable to this acquisition is 238330. Offeror must be certified under this NAICS code prior to receiving an award. The SBA size standard is $15,000,000. H. This Combined Synopsis Solicitation contains clauses and provisions requiring a fill-in or representation. Offeror shall submit a copy of this Combined Synopsis Solicitation with their bid and respond to these clauses and provisions accordingly. I. Basis for award- The proposed Multiple Award Blanket Purchase Agreement is for carpeting and vinyl flooring purchase, installation, repair, and replacement at Tinker AFB, OK. Interested persons may identify their interest and capability to respond to the requirement and submit proposals before the closing date of this solicitation. The Government will award multiple agreements resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the government, price and price related factors considered. The following factors shall be used to evaluate offers: 1) Price 2) Price related factors. Award will be made to the lowest price technically acceptable offer. The Government reserves the right to make an award without discussions. II. REQUIREMENTS The United States Air Force Civil Engineering Directorate at Tinker AFB has a requirement for the below identified CLINS, which are further defined in the attached Statement of Work (SOW) and appendices. The proposed contract would include a base year and one one-year option, to be exercised at the sole discretion of the Government.
