- J&A This is a synopsis notice of intent to sole source; a written solicitation will not be issued. The United States Coast Guard, Aviation Logistics Center, Medium Range Recovery Product Line Division located in Elizabeth City, North Carolina intends to award one Firm Fixed Price order to the Original Equipment Manufacturer, COBHAM Management Services (Cage Code 1B7G3), on a basis other than full and open competition for the Repair of ten (10)* RT5000s. Authority is 10 U.S.C. 2304(c)(1), Other Than Full and Open Competition, as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Solicitation number HSCG38-15-Q-700057 is assigned for tracking purposes only. The Product Service Code is J016. The North American Industry Classification Standard Code is 336413 and the small business size standard is 1000 employees. This is an unrestricted procurement and the small business set aside has been dissolved. Drawings, specifications, and manuals are not available. This requirement is FOB Origin and delivery to ALC is requested within one hundred twenty (120) days after receipt of order. Inspection and acceptance will be performed by the Defense Contract Management Agency (DCMA) and a Certificate of Conformance is required. Award will be made upon determination of price fair and reasonable. All responsible sources may submit a capability statement, proposal, or quotation, to MRR-Procurement@uscg.mil which shall be considered by the agency. The closing date and time for submissions is March 23, 2015, by 2:30 PM EST.
