- The U.S. Fish and Wildlife Service Region 5, is issuing a Request for Proposal (RFP) for the Purchase and Installation of a Photovoltaic System at the White Sulphur Springs National Fish Hatchery, located in Greenbrier County, WV. This procurement action is being solicited as a Small Business Set Aside. The NAICS code is 238210 (Installation of Photovoltaic Panels), with a size standard of $15 million. This requirement is being procured in accordance with FAR Part 15, Contracting by Negotiation. The estimated magnitude of this work is between $25,000 and $100,000. Bonding Requirements for this project are as follows: Payment Bond, 100% or an Irrevocable Letter of Credit, 100%. The Technical Specification will be provided when solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation, once issued. Evaluation of interested firms will be based on the following in the Solicitation: 1) Technical Acceptability and 2) Price. The Solicitation will be posted to the https://www.fbo.gov and available on https://www.fedconnect.net/FedConnect/Default.htm public opportunities on or about March 30, 2015. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
