The Department of Veterans Affairs, Network Contracting Office 7, intends to negotiate a five (5) year sole-source contract with CLEAR CHANNEL COMMUNICATIONS, 950 Houston Northcutt Blvd, Suite 201, Mt. Pleasant, SC 29464 on or around May 1, 2015 to provide promotional outreach event space at "The Party in the Park" local outdoor summer concert series. Clear Channel Communications was established in 1972, in Mount Pleasant, SC, Charleston County and is a business specialized in Entertainment and News. Clear Channel Communications owns the following Charleston, SC radio stations: WEZL (103.5),WRFQ (104.5), WSC (94.3), and WXLY (102.5) and host/sponsor's this highly successful country music event, offering RHJVAMC the opportunity to reach key demographics through affiliation with a special military appreciation seating section and VA-branded entrance tent staffed by VA Volunteers and VA Outreach Specialists. Clear Channel Communications local country, classic rock and news talk stations cater specifically to the VAMC Outreach Committee's target audience. Clear Channel Communications provides professional promotional mentions for RHJVAMC's military appreciation area, as well as on-stage announcements during the four events of the series. The Contractor possesses unique qualifications that require the use of the authority below. Clear Channel Communications sponsors Charleston's only large-scale outdoor concert series reaching the specific demographics pertinent to RHJVAMC's outreach efforts. The Ralph H. Johnson VA Medical Center's Outreach Committee seeks to interact with Veterans and military members at the event to inform potential patients of the benefits they have earned and deserve. As the host/sponsor of the Party in the Park Summer Concert Series, Clear Channel Communications is the only available vendor for the Party in the Park Summer Concert Series. NAICS Code: 515112- RADIO STATIONS (Size Standard $35.5 Million) This proposed procurement is for services for which the government intends to solicit and negotiate with only one source in accordance with FAR 6.302-1(b)(1)(i), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to this requirement no later than Thursday, March 26, 2015, 1 p.m. EDT. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
