Description
J&A Burial Sites The Bureau of Reclamation intends to award a sole source contract to the Spokane Tribe of Indians for Burial Site Inspections and Recovery Services. The NAICS code used for this requirement is 712120 - Historical Sites. The objective of this requirement is for the Bureau of Reclamation (Reclamation) to fulfill its responsibilities under the NHPA and NAGPRA through contracting the following activities to the Spokane Tribe of Indians: • stabilize or recover eroding burials through professional archeological excavation and in accordance with tribal traditions, following appropriate consultations pursuant to burial discovery provisions under the Native American Graves Protection and Repatriation Act (NAGPRA) Section 3 and the Spokane Tribal Business Council Resolution concerning inadvertent discoveries of human skeletal remains. • conduct non-destructive, simple visual (gross) inspection of recovered human remains and associated grave goods sufficient to determine if NAGPRA applies to the items, and document the basis of the determination; and • place the human remains and grave goods in an appropriate reliquary in preparation for disposition under NAGPRA. The location of the work to be performed includes stretches of shoreline along the Spokane and Columbia Rivers that are adjacent to and within the Spokane Reservation and are owned by Reclamation. This includes lands that are managed by the Spokane Tribe and by the National Park Service/Lake Roosevelt National Recreation Area as per the 1990 Lake Roosevelt Cooperative Management Agreement. THIS ANNOUNCEMENT CONSTITUTES THE ONLY NOTICE; QUOTATIONS ARE NOT BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Interested parties may identify their interest and capabilities in response to this notice by submitting their capabilities to provide these services in writing, by email to Lynn Wahl at jwahl@usbr.gov, 3:00 pm (Eastern Time) Friday March 20, 2015. All responses received by the closing date of this notice will be considered by the Government.
