Description
An RFP will be issued for the continued Operation of the Woodland and Woodstock Job Corps Centers which includes Career Transition Services (CTS) in Maryland. Job Corps is a national residential and non-residential training and employment program, plus Outreach/Admissions and Career Transition Services that is administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment, which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contracts will provide Center Operations for Woodland and Center Operations and Career Transition Services for Woodstock. The contracts will have a 2-year base period plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about March 31, 2015. It can be obtained from FedBizOps at https://www.fbo.gov. The average capacity for the Woodland center is 300 youth of which 296 are residential (186 males and 110 females) and 4 non-residential (2 males and 2 females). The average capacity for the Woodstock center is 428 youth of which 366 are residential (237 males and 129 females) and 62 non-residential (33 males and 29 females). The Woodstock contract will include the administration of Career Transitional Services. The Career Transitional Services contract goals anticipate approximately 785 graduates and 375 former enrollees will be serviced. NOTE: One offeror will receive award for both centers. Pre-proposal Conferences and Site Visits will be at the Woodland and Woodstock Job Corps Centers. The times and dates will be specified in the RFP. The Woodland center is located at 3300 Forte Meade Road, Laurel MD 20724. The Woodstock center is located at 10900 Old Court Rd, Woodstock, MD 21163. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, before attending the Pre-proposal conferences and site visits. All potential attendees are required to register, in advance, with the contracting office responsible for the procurement. Please email a "Notice of Intent to Attend Woodland and Woodstock Job Corps Center Pre-Procurement Conferences" to: Ms. Dayle White, Contracting Officer, U.S. Department of Labor, Office of Contracts Management at white.dayle@dol.gov. The date that all "Notices of Intent to Attend" should be received by this office will be specified in the RFP. Attendees are required to stop in at the Visitor Center and go to the reception area to acquire a security pass and gain instructions as to where the conference will be held on Centers. Please do not perform any unescorted tours of the Centers. A formal tour will be provided as part of the conferences. As the tours will likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions to which they will want addressed. All questions should be submitted in writing, and resultant answers, will be made public in an amendment to the solicitation. Lodging and subsistence are the responsibility of attendees. The successful contractor shall provide Career Transition Services, Academic and Career Technical Training, operate Counseling & Residential Living programs, and provide the following support services; Health Services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services. The contractor shall also provide overall Center Management and Administration as follows: Contract and Personnel management, Staff Training, Financial management, Procurement and Property management, Facility Operations and Maintenance, Security and Safety Services, Community Relations and Public Information. Proposals in response to the RFP shall consist of a written submission as described in Section L of the RFP and may consist of an Oral Presentation. All written proposal submissions shall be submitted to the address listed in the RFP. The date and time when the proposals are due will be specified in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
