Description
RFQ LC15QFP007 -Statement of Work The Library of Congress/FEDLINK will issue a Request for Quote (RFQ) # LC15QFP007-MCVL to procure a library services management system to meet the needs of the Library of the Marine Corps (LoMC) in fulfilling its mission of supporting study and research throughout the Marine Corps in a joint and combined environment by providing comprehensive storage, retrieval, analysis, and distribution of warfighting-related information. The LoMC provides worldwide access to an extensive collection of monographs and journals, historically significant archival documents, products of current scholarly research, and operational planning and lessons learned. The LoMC has four branches: • USMC Research Library: The premier academic library within the Marine Corps. Its collections include over 150,000 volumes, 400 periodical subscriptions, and 120,000 microforms as well as access to numerous government and commercial databases and digital resources. The Library provides a complete range of reference, bibliographic, research and loan services to students, faculty, and staff of the University schools as well as to Marines and independent scholars worldwide. • Quantico Base Library: Provides educational, cultural, technical, informational, and recreational library needs for military personnel and their family members stationed at Quantico, civilian employees of the Base, and retirees living in the local area. • Virtual Library: Provides technical oversight and management of all matters relating to the recommendation, purchase, licensing and use of software applications, leased and/or purchased digital information resources, and the systems used to organize, catalog, and provide access to the library's electronic resources. • Marine Corps Archives & Special Collections: Collects, maintains and provides access record copies of Marine Corps Unit Command Chronologies, Command Historical Summary Files as well as non-record copies of valuable Marine Corps operational and administrative records, = USMC official publications, oral histories, curriculum files, photos, and videos in a variety of digital and non-digital formats. Because the current library services system is nearing the end of its lifecycle, the LoMC has made the decision to procure a replacement system. The LoMC seeks an economical, next generation, web-based library services management system hosted in a secure cloud environment. The LoMC intends to take advantage of newer technology platforms that simplify workflows by maintaining a resource sharing cooperative knowledgebase, allowing the LoMC to maintain its holdings in a collective worldwide library database without duplication or creation of local catalog records. The new system must provide: • Circulation, cataloging, acquisitions, serials control, collection analytics, and reporting functionality • Complete integration for discovery and access, as well as licensing management and control of LoMC subscription databases and ebooks, including but not limited to resources from vendors such as ProQuest, Ebsco, Jane's Defense, LexisNexis and others • Seamless integration with LoMC OCLC subscription services including WorldCat Desktop cataloging, Worldshare InterLibrary Loan, and EZProxy remote authentication tool • Embedded discovery tools providing immediate access to both print and electronic resources via a comprehensive knowledgebase • Streamlined workflows without duplicative or otherwise redundant work Other requirements: • Mobile interface • ISO 27001 certification (certification confirmed via annual 3rd party audit) as well as a demonstrated intention to extend to Federal Risk and Authorization Management (FedRAMP) compliance • Data migration • On-site consultation and training Ref: LC15QFP007-MCVL.
