- Questions and Answers for RFQ-CO201531090 ***Updated 03/16/2015 to include the response to a question received by the due date and time of Thursday, March 12, 2015, 12:00 Noon EST. The response is included as an attachment*** This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and procedures in Subpart 13.1 as supplemented with additional information included in this notice. This announcement constitutes the only Request for Quote (RFQ); quotations are being requested and written solicitation will not be issued. This solicitation is being issued In Accordance With (IAW) FAR Subpart 13.104. The Government will award a contract resulting from this solicitation to the RFQ respondent who is deemed responsible and is determined, based on the evaluation factors, to represent the best value to the Government. This procurement is a 100 percent Small Business Set-Aside with a small business size standard of $15M annual sales under NAICS Code 541690. Award is limited to U.S. Firms or U.S. individuals. Contractor and subcontractor personnel used shall be either U.S. citizens on non-U.S. citizens lawfully admitted for permanent residence in the United States. Contractor use of subcontractors is limited to less than fifty percent of the proposed price. USTDA is seeking the expertise of a third-party, transportation sector specialist ("DM contractor") to identify, evaluate and recommend projects in Indonesia's transportation sector for USTDA funding consideration. The projects recommended by the DM Contractor should help to promote U.S. private sector objectives as well as the development of transportation infrastructure priorities in Indonesia. The DM contractor would examine and assess projects to improve Indonesia's domestic and intra-regional transportation infrastructure. The DM contractor shall evaluate projects which will enhance Indonesia's air traffic management, airport infrastructure, airport and aviation safety, and air navigation systems and determine their eligibility for USTDA funding. Further, the DM contractor will assess potential projects in the rail sub-sectors, focusing on areas where U.S. companies have demonstrated a competitive advantage such as locomotives and signaling technologies. In addition, the DM contractor shall assess the strength of potential projects in port infrastructure, port management, and port security and would recommend any such projects for USTDA funding consideration if the proposed project meets USTDA funding criteria.
