Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Women's Malignancies and Thoracic and GI Oncology Branches (WMB and TGIB) plans to procure on a sole source basis an Odyssey Fc Imaging System from Li-Cor, Inc., 4647 Superior Street, Lincoln, NE 68504-1395. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 334516 the business size standard is 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery: Equipment shall be delivered 90 days from date of award. It has been determined that there is no opportunity to acquire green products or services under this contract. The CCR is a distinctive community of scientists and clinicians who work together to solve some of the most complex scientific problems related to cancer. This acquisition is required for two of the CCR branches, the Women's Malignancies Branch (WMB), and the Thoracic and Gastrointestinal (GI) Oncology Branch. The Imaging System will be shared between research staff in the CCR Women's Malignancies and Thoracic and GI Oncology Branches (WMB and TGIB). This purchase will provide for the supply and on-site installation of an Odyssey Fc Imaging System. The system will come as Basic with Computer. In total, the system will include: Odyssey Fc Imager; Image Studio Acquisition Software - 1 user license; Image Studio Odyssey Fc Acquisition Key - I user license; Odyssey Fc Accessory Pack; Installation & Training; Desktop Computer; 911 Odyssey Fc Extended Warranty - Basic; Includes parts, labor, and travel for on-site repairs and Image; Studio TM Software Upgrades; 921-00000 MPX (Multiplex) Blotting System; MPX Blotting System; and 926-40020 Odyssey Fc Imaging Tray.) The Odyssey Fc Imaging System is a powerful system for researchers doing primarily Westerns and using both chemiluminescent and fluorescent detection methods. Unlike traditional methods, the Odyssey Imager utitlizes FieldBrite XT Technology which advances CCD technology for scientific research. The imager utilizes separate solid state lasers to detect infared dye-labeled conjugates, near infared stains and chemiluminescent substrates. The Li-Cor Odyssey Imaging system is unique in combining 2 dedicated NIR laser-based fluorescence channels with chemiluminescent detection. The fluorescence channels are optimized for use with Li-Cor IRDye technology. The detection system is based on Li-Cor FieldBrite XT technology. This technology guarantees high sensitivity detection with 22 bits dynamic range every time without the need for manually adjusting settings. Laser diodes are designed to match the IRDye infared dyes and produce efficient excitation, in contrast to Xenon light excitation where only a small fraction of the light energy is available for light excitation of any dye at its respective excitation wavelength. The capability of detecting both the IR dyes for fluorescence and the traditional chemiluminescence detection for western blots is absolutely essential for the mission of the TGIB and WMB. This is the only instrument with such capabilities. The branches in CCR are involved in multiple projects examining the proteomics of thoracic, ovarian and breast malignancies. The ability to perform quantitative western blots is key to the success of CCR projects. The purchase of the equipment with the unique capabilities will benefit NIH and the US government. Li-Cor, Inc. is the original manufacturer of the Odyssey CLx Infrared Imaging System. Due to the nature and complexity of these instruments, as well as the proprietary nature of the hardware and software, Li-Cor, Inc. is the only known contractor that can provide original parts and updated software that are essential for the operation of this system. This is not a solicitation for competitive quotations. However, if any interested parties, especially small businesses, believe they can meet the above requirement, they may submit a statement of capabilities and quote which will be considered by the agency. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement/quote must be received in the NCI Office of Acquisition on or before 11:00 AM EST on April 1, 2015. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
