Description
The U.S. Army Dugway Proving Ground Mission Installation Contracting Command is seeking sources to provide 316 MINICAMS (small footprint gas analyzers) offsite repair service to be executed at the contractor's location via overland express for diagnostics and repair under this service agreement. The per instrument rate as quoted hourly rate for service should be stated per hour with a minimum charge per unit per event. The intent is to have a base (12 months) with 2 option periods (12 months). The customer is located at West Desert Test Center (WDTC) Chemical Laboratory, Dugway Proving Ground (DPG), UT 84022. The location is a remote site located on Dugway Proving Grounds and 10 miles from the main gate. Contractor must adhere to Army Regulations; AR 525-13, Antiterrorism and AR 530-1, Operations Security as described in section 8. Please provide a capabilities statement along with the input for the Sources Sought. Mission: Dugway Proving Ground's mission is to monitor for the presence of chemicals that may be release outside engineering controls during agent operations. This operation is essential to protect workers involved in the agent operation. The support contractor is expected to repair MINICAMS monitoring equipment sent to his facility for refurbishment and repair to assist the government to sustain this capability. Background: Chemical agent monitoring has been ongoing since the early 1950's to provide protection to the worker involved in chemical agent operations. This requirement contributes to the safety of the personnel involved in the operation in the event of a chemical release. This is a request to secure a multiyear maintenance contract to maintain equipment beyond our maintenance training and capability level. Scope: The US Army Dugway Proving Grounds (DPG) owns and operates 316 MINICAMS small footprint gas analyzers. This is a requested offsite repair service to be executed at the contractor's location. Items requiring service will be sent via overland express for diagnostics and repair under this service agreement. The US Army located at Dugway Proving Ground (DPG) will be supported by the selected contractor. The per instrument rate as quoted hourly rate for service should be stated per hour with a minimum charge per unit per event. 1.Provide Repair Service: Installation MINICAMS equipment that is determined to be beyond organizational level maintenance capability shall be maintained or repaired by the selected contractor. Non-operational equipment will be packaged and mailed at the Army's expense to the contractor repair site. Related repair services are to be performed at the contractor's location without adversely affecting the mission of US Army Dugway Proving Ground. Repaired instrumentation shall be compliant with Technical Specifications per Instrumentation Manual Preventive Maintenance (PM) Checklist 2.Identify and correct deficiencies (malfunctions): Compliant with technical specifications upon receipt inspection and for 30 days in service use. 3.Report the status of repaired MINICAMS to the government: Instrument Status Report is provided no later than 7 days from receipt of the equipment by the Contractor and the contractor shall report weekly until the equipment is returned to the Government. Should a post-repair inspection performance check identify by the government identify a deficiency, the same reporting will be required by the government along with the returned malfunctioning instrument for repair at no cost, since the MINICAMS was found to be malfunctioning. 4.eCMRA reporting: annual requirement Other pertinent information please read: A determination on the contract type, mechanism for procurement, and possible set-aside will not be made by the Government until after the market research has been completed. No proposals are being requested or accepted under this synopsis. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 811219 and PSC of J066. Qualified companies are encouraged to respond. Responses should provide the following information in response to this sources sought announcement: (1) business name and address; (2) name of company representative and their business title; (3) pertinent details and experience of doing this type of services (identify any relationship with work conducted with the Governments chemical and biological programs); (4) business size as it relates to the NAICS code and size standard stated in this sources sought announcement; (5) contract types typically used for these types of services; and (6) other contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) Federal Supply Schedules; and/or any other Department of Defense contracts. PROCEDURES: This Request for Information (RFI) is a required component of a complete and systematic process to evaluate interested parties in order to minimize cost both to potentially interested parties and the Government. Interested sources are also encouraged to submit product literature in response to this Request for Information (RFI). Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposal. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length) to: U.S. Army, Dugway Proving Ground, Attn: CCMI-CH-DP (Patricia Natividad, Contract Specialist), Dugway Proving Ground, Dugway, Utah 84022-5000. No basis for claim against the Government shall arise as a result of a response to this SOURCES SOUGHT or Government use of any information provided. Elaborate proposals or pricing information are neither required nor desired. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. No solicitation document exists for this request for Sources Sought. This notice is for informational purposes only; it is not a request for proposals nor should it be construed as a commitment by the Government. The Government will not pay for any effort expended into responding to this sources sought announcement.
