Amendment 2 SOW Revision 17 Mar 15 Building 37, 38 and 162 sidewalk demo Building 162 Utilities location Building 37 and 38 Utility locations Section 32 92 19 Question and answer response Please see uploaded amendment 2, SOW Revision 1, additional drawings, questions and answers, and section 32 92 19. Remember to acknowledge amendments 1 and 2 when submitting a quote. The combined synopsis/solicitation is for the demolition of Dormitories 37, 38 and 162 located on Langley AFB. This solicitation is a total small business (8a) set-aside under NAICS Code 238910. Offerors shall submit their "Reps" and "Certs" in accordance with the FAR 52.212-3. The government is requiring the following service: P rovide all supervision, personnel, equipment, transportation, materials and services necessary to perform full demolition of Comm. Facilities, F. 37,38 and 162, Project # MUHJ 13-9002, JBLE-Langley, VA. Deconstruction all appurtenances to include (but not limited to) sidewalks, foundation, footings, roofing, framing, ceiling and walls, floor slabs, fire protection, plumbing, HVAC, COMM and electrical systems, etc. leaving a clean site. The contractor shall perform test for Asbestos Containing Material(ACM) and Lead-Based Paint (LBP) to verify if there is any in existence. The area to be tested for (ACM) is 1000 LF and 7,000 SF. The area that is to be tested for (LBP) are 1000 LF and 5,000 SF. If the ACM and LBP tests are negative, the government will require the contractor to deduct the cost for ACM and LBP removal from the principal cost of the project based on the Unit Price identified in the contract Bid Schedule. The contractor will remove all hazardous materials (ACM) and (LBP) in accordance with the most recent state and federal environmental regulations. The contractor will perform all work in accordance with the SOW, dated 17 Marach 2015 Revision 1 is attached to this solicitation. All work shall be performed in accordance with the drawings and all applicable laws,regulations, standards and commercial practices as described in the statement of work with the focus on safety and customer service. The contractor is encouraged and expected to use innovative approaches to efficiently and effectively accomplish SOW requirements in a timely manner at reduced costs. The period of performance is 200 days. I NFORMATION REGARDING SUBMISSION OF THE OFFER: Below is a list of events and items that are needed to be submitted to the contracting office via email by the dates specified. (No Exceptions): •· Submit Base Access Request 27 February 2015 •· Site Visit at 1000 4 March 2015 (Meet at 633 CONS, Bldg 90) •· All questions due 9 March 2015 •· All proposal due 27 March 2015 Faxed or mailed proposals WILL NOT be accepted. Proposals shall be e-mailed to the issuing office of this solicitation to the attention of Ms. Tyzsa Davis and SMSgt Jesse Hobbs. The offeror will need to confirm receipt of proposal. Late RFP's will be processed in accordance with FAR 52.212-1(f) "Late submission, modifications, revisions, and withdrawals of offers." FAR 52.212-1 Paragraph (c), Period of Acceptance of Offers, is hereby tailored to read as follows: Period for Acceptance of Offerors. The offeror agrees to hold the prices in its offer for 180 calendar days from the date specified for receipt of offers. NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
