- Notice of Intent to Issue Sole Source Award The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) intends to issue a sole source Purchase Order under the Test Program for Certain Commercial Items to AT&T Technical Services Company, Inc. (AT&T-TSCO) to provide the Executive Office of the President (EOP) continued support services for Voice Systems Operations and Maintenance (VSOM) telecommunications. Examples of the services provided under VSOM include all switches, switch software, voice mail, associated administrative systems, primary port network, expansion port network, and all voice terminals. This sole-source action will result in awarding a hybrid Firm-Fixed-Price (FFP)/Time and Materials (T&M) Purchase Order to AT&T-TSCO on or about May 24, 2015 under FAR Part 13 - Simplified Acquisition Procedures, Subpart 13.5 - Test Program for Certain Commercial Items. This sole source Purchase Order is a temporary solution to continue support of EOP's legacy IT systems in order to allow sufficient time for EOP to implement Voice over Internet Protocol (VoIP). It is anticipated that the Purchase Order will be for a 12-month base period and two (2) 6-month option periods. A single source, AT&T -TSCO, has been identified to have the unique qualifications to fulfill this requirement. They are uniquely qualified as they have in-depth knowledge in working with EOP and has extensive historical technical knowledge, skills, and abilities of the VSOM requirement. AT&T-TSCO is uniquely qualified to provide the services in the short-term until the full implementation of VoIP. Therefore, it is in the best interest of the government to procure this on a sole source basis to AT&T-TSCO. This notice of intent is not a request for competitive quotes. A solicitation is not available. However, firms that believe they can provide these services in their entirety must submit a written notification of interest and capability to the Contracting Officer by the date and time indicated below. AQD will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any Purchase Order. This notice of intent is not a Request for Quote (RFQ) nor is it a request for competition. No telephone requests will be honored. Inquiries will only be accepted via e-mail to deonna_reyes@ibc.doi.gov and anita_tolliver@ibc.doi.gov. The Government will consider responses received by 5:00PM, Eastern Time, March 30, 2015. The North American Industrial Classification System (NAICS) code for this acquisition is 517919 Other Telecommunications and the size standard is $32.5 Million.
