Description
Assertion of Commerciality 1. GENERAL INFORMATION. This RFI initiates market research under Federal Acquisition Regulation (FAR) Part 10.002(b) (2) (iii) for a Berry Amendment compliant Combat Rubber Raiding Craft (CRRC). The Government does not intend to award a contract based on this RFI or pay for the information requested except as an allowable cost under other contracts as provided in FAR Subsection 31.205-18, Bid and proposal costs. This RFI is solely for gathering information and is not a Request for Quotation (RFQ) or a Request for Proposal (RFP). No solicitation exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. Responses to this notice cannot be accepted as offers. No entitlement to payment of direct or indirect costs or charges by the Government arises as a result of submitting responses to this RFI or the Government's use of submitted information. The Government will provide additional information and issue additional requests for information at its own discretion. 1.1 Background. The CRRC is the primary boat used in amphibious operations by the USMC. It is the preferred inflatable craft for a variety of missions to include: over-the horizon covert/overt insertion and extraction, diving, submarine, airborne operations and other specialized missions requiring a compact inflatable craft capable of transporting personnel and material with speed and stealth. 2. PURPOSE. Marine Corps Systems Command (MCSC), Program Manager (PM), Infantry Weapons Systems (IWS), Product Manager (PdM) Reconnaissance and Amphibious Raids (RAR), seeks information regarding industry's capability in providing a CRRC. A basic summary of system performance requirements follows below. 3. CRRC PERFORMANCE REQUIREMENTS. 3.1 System Performance. 3.1.1 CRRC shall meet the requirements of NAVSEA T9008-CV-SBS-101, Specification for Building Combat Rubber Raiding Craft. 3.1.2 CRRC shall be compatible with the current fleet of Non-gasoline Burning Outboard Engines (NBOE) used by the Marine Corps. 3.1.3 CRRC shall be capable of operating in a sea state three, cruising at 15 knots, with a sprint speed of 18 knots, with 1750 lbs of personnel and equipment, not including the NBOE and 36 gallons of JP-5 or JP-8 fuel. 3.1.4 CRRC shall have a time to plane of 15 seconds in a sea state three when loaded in the above configuration. 3.1.5 CRRC shall be able to negotiate from the beach to the open ocean through a 50 percent plunging high surf (8 ft. wave face) with an 8 second wave period, using the NBOE, and combat loaded as described in 3.1.3. 3.1.6 CRRC shall be man-portable with as few as four personnel. 3.1.7 CRRC shall be transportable by all current Marine Corps aircraft, U.S. Navy amphibious shipping, and U.S. Navy submarines. The CRRC shall have the ability to launch from and recover to appropriate host platforms when applicable. 3.1.8 CRRC shall have non-reflective surfaces and rigging. 3.1.9 CRRC shall be operable by personnel wearing mission oriented, protective posture level IV, equipment. 3.1.10 CRRC shall be capable of being operated in water depths as shallow as four feet. 3.1.11 CRRC shall be inflatable by both manual and automatic means. Safety burst valves shall be included, as shall compartmentalization (minimum of three compartments) of primary inflation tubes. One-point automatic inflation of primary (main) tubes is required. Each compartment main and secondary is required to have a manual and easily accessible inflation point. 3.1.12 CRRC shall be capable of being easily righted by as few as two people in water in the case of broaching. 3.1.13 CRRC fully loaded, as outlined in 3.1.3, shall be capable of being propelled through 2-foot swells at not less than 2 knots by four to six paddlers. 3.1.14 CRRC shall be self-bailing through non-return valve(s) at paddling speed (i.e., 2 knots forward weigh). 4. CRRC TRAINING AND LOGISTICS REQUIREMENTS. 4.1 Training 4.1.1 CRRC shall require no new Military Occupational Specialties. Training will be conducted at Expeditionary Warfare Training Group Atlantic and Expeditionary Warfare Training Group Pacific, and Marine Corps Engineer School, as appropriate. 4.2 Logistics 4.2.1 CRRC shall be supportable within the existing Marine Corps maintenance concept. General Purpose Test Equipment and common tools in the Marine Corps inventory must be used to the maximum extent practicable. 5. SUBMISSION REQUEST. Written submissions should include specification sheets, test data and any other relevant information to illustrate capability to meet the CRRC requirements. Test articles are neither required nor desired. Responses should include an estimated price per CRRC based on yearly production of 50 boats, beginning 4th Quarter of FY 16. Responses should include an "Assertion of Commerciality," if applicable. Please provide sufficient information to illustrate pricing, capabilities, and specifications. Respondents should indicate if products are available through General Services Administration (GSA). Please also include corporate business size and whether the company is 8(a) certified, disabled veteran-owned, veteran owned, woman owned, HUB Zone, Native American, or other Small Business Administration approved designations. All written submissions shall be provided electronically. Respondents should upload and submit their RFI responses by 17 March 2015 to the Safe Access File Exchange (SAFE) application (https://safe.amrdec.army.mil/safe/). ADMINISTRATIVE INFORMATION. MCSC will not return submitted information. Subsection 27 of the Office of Procurement Policy Act (Title 41 U.S.C. § 423), as implemented in the FAR, as well as the Freedom of Information Act (Title 5 U.S.C. § 552), protects proprietary information provided in response to this RFI from unauthorized disclosure. Respondents shall mark proprietary information as appropriate.
