Description
Request for Information The mission of the Department of State (DoS), Bureau of Consular Affairs (CA) is to protect the lives and interests of American citizens living or traveling abroad, to enhance the national security of the United States through the proper adjudication of U.S. passports and visas and to issue passports to eligible U.S. citizens both within the U.S. and elsewhere in the world. CA's Office of Consular Systems and Technology (CST) provides, develops, installs, conducts training for, and supports the hardware, software, and infrastructure for the automated systems. The DoS accepts travel document applications with associated applicant face images. These images are subject to face recognition (FR) by automated systems and humans and so must be of sufficient quality to be analyzed successfully. Additionally, acceptable images should be of high quality appropriate for printing on U.S. passport and visa travel documents. The Face Quality Assessment (QA) product must assess whether applicant-submitted face images conform to the visa and passport photo requirements issued by the Bureau of Consular Affairs, which are in turn based on the ICAO 9303 and ISO/IEC 19794-5 standards, and is expected to do so by computing for each submitted image several distinct numeric metrics, each of which measures a human-evaluable aspect of image quality.
