Description
Valor Memorial Statement of work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number RFQ20080133 is being issued as a request for quotation (RFQ). The solicitation RFQ20080133 incorporates provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-80. The NAICS Code is 323113 and the business size is 500 employees. This procurement is competitive and restricted to total small business for commercial screen printing. This contract action will result in a Firm Fixed Price contract. The government intends to purchase the following services. CLIN 0001: Base Year ___________ each. CLIN 0002: Option Year One ______________ each. CLIN 0003: Option Year Two ____________ each. CLIN 0004: Option Year Three _____________ each. CLIN 0004: Option Year Four ________. Description of requirements, dates and places of delivery, see attached statement of work. Delivery is to be FOB destination to Ronald Reagan Building, U.S. Customs and Border Protection, 1300 Pennsylvania Avenue, NW, 14th Street Main Lobby, Washington, DC 20229. Delivery in accordance with the statement of work. Inspection and acceptance shall also occur at destination. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and a statement regarding any addenda to the provision. The applicability of the provision at 52.212-2, Evaluation-Commercial Items, and the specific evaluation criteria low priced technical acceptable. All offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following additional FAR clauses are applicable to this acquisition: 52.203-6, Restrictions on Subcontractor Sales to the Government, alternate l; 52.203-17, Contractor Employee Whistleblower Rights and Requirement to Inform Employees of Whistleblower Rights; 52.204-19, Incorporation by Reference of Representations and Certifications; 52.217-8, Option to Extend Services; 52.217-9, Option to Extend the Term of the Contract; 52.223-18, Encouraging Contractor Policies to Ban Text Messaging While Driving; 52.225-13, Restrictions on Certain Foreign Purchases; 52.232-39, Unenforceability of Unauthorized Obligations; and 52.233-4, Applicable Law for Breach of Contract Claim. All offerors must submit all quotes electronically to lloyd.a.burton@cbp.dhs.gov by 12:00 pm EST on March 20, 2015. All responsible sources may submit a quote which shall be considered by the agency. Inquires must be emailed to the Contract Specialist via e-mail address: lloyd.burton@dhs.gov by 12:00 pm (noon) EST on March 19, 2015. All questions must be submitted by e-mail only. All answers to questions will be posted as an amendment to this RFQ. All responses are due by 12:00 pm (noon) EST on March 23, 2015. Late quotes will not be considered. The submitter should confirm receipt of submissions. The Government reserves the right to award without discussion.
