- Intent to Sole Source The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Applied Imagery LLC 5425 Wisconsin Avenue Suite 600 Chevy Chase, MD 20815 using the procedures in FAR Part 13, to provide Quick Terrain Modeler Licenses. The National Oceanic and Atmospheric Administration (NOAA) is congressionally mandated to survey the National Shoreline. Currently, the technologies used by NOAA's National Ocean Service (NOS) for shoreline mapping are remote sensing techniques such as analog film, digital imagery and airborne topographic lidar. These technologies produce extremely large datasets and software is needed to manage, visualize and analyze the output. Most commercial off the shelf GIS and remote sensing software packages require data to be subset into small sections for processing or visualization. QUICK TERRAIN Modeler is unique in its use of Quad-tree data structures in the data visualization arena. Quad-tree data structures are an efficient method for accessing 3-D data in a manner that allows for rapid visualization of large datasets on conventional desktop PCs or laptops. NOAA requires a capable party to supply support, maintenance, and licensing of QUICK TERRAIN Modeler software which will allow us to support the ASP mission and the congressionally-mandated CMP mission. The statutory authority for other than full and open competition is FAR 13.106-1(a)(2)(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 511210 with a business size standard of $35,500,000.00. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00am, March 26, 2015 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements.
