This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined Synopsis/Solicitation Number: W912HQ-15-T-0005 - Request for Quotation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR 12.603 - Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78, effective FAC 2005-79 as of 15 Dec 2014. The requirement is a Small Business set-aside for the Replacement of Floor Coverings and Painting under NAICS code 238330, Flooring. The size standard for this NAICS code is $15,000,000.00. Description: Suite 900 of Building 2592 Annex is currently unoccupied and requires renovation for the relocation of the Military Geological Center Personnel. Due to the location of the work to be performed by these military personnel, the layout of suite 900 of the annex of building 2592 must be renovated to fulfill their requirement. Suite 900 of building 2592's annex, 7880 Leaf Road, Alexandria, VA on the grounds of the Humphrey's Engineering Center (HEC), which is subsidiary facility of the US Army Corps of Engineers Civil Works installation. The estimated period of performance upon award is 150 days. General Requirements: A description of the general requirements are provided below: The Contractor shall provide all labor and materials to demo, dispose of, prep and replace approximately 2000 square feet of floor coverings, and paint approximately 12,800 linear square feet of offices, corridor walls, doors, frames and jams; as well as the disposal of 17 sets of office furniture. Wall surface shall be prepped for painting by repairing any existing deficiencies to make paint ready. Two coats of the paint (color TBD) from floor to ceiling are to be applied to approximately 12,800 square feet of wall space in suite 900. The cover base shall also have to be removed and replaced. Paint all existing door frames and jams (color TBD). All paints associated and materials to be provided by contractor. Period of Performance: The required services will be performed from the date of contract award through 150 days. The delivery locations are provided in the attached Performance Work Statement. Date, Time, and Place Offers are Due: The closing date for the delivery of a response to this combined synopsis/solicitation is on or before 1:00 pm Eastern Standard Time (EST), on Friday, 20 March 2015. All questions regarding combined synopsis/solicitation W912HQ-15-T-0005 must be received in writing at the e-mail address listed below no later than 10:00 am Eastern Standard Time (EST) on Monday, 16 March 2015 in order to allow the Government time to review and respond accordingly. Quotes should be e-mailed or mailed to the Point of Contact (POC) shown below by the closing date and time. If quotes are mailed, an electronic version of the quote (i.e. CD, DVD, etc.) should accompany the paper copy. If a quote is e-mailed to the POC shown below, it is the offeror's responsibility to ensure that the transmission is received by the Government prior to the closing date and time. Upon receipt of an electronic quote, the Government will acknowledge receipt of that quote via email to the offeror. The quote should not simply rephrase or restate the Governments requirements, but rather provide convincing rationale to address how the Offeror intends to meet the requirements of the performance work statement. The Government will evaluate offers based on the information presented in the offerors quote. Basis for award: The Government will award a contract resulting from this combined synopsis solicitation on the basis of the lowest price technically acceptable offer of responsible offers. The Government intends to make an award on the basis of initial quotes without conducting exchanges with Offerors. However, the Government reserves the right to conduct exchanges if the Contracting Officer determines it necessary. Therefore, the initial quote should contain the Offerors best cost terms. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
