SOURCES SOUGHT ENERGY-SAVINGS TECHNOLOGY VALIDATION SERVICES (TECHVAL) THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND MARKET SURVEY FROM WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMAITON IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS ANNOUNCEMENT IS TO OBTAIN QUALIFICATION STATEMENTS FROM INTERESTED SMALL BUSINESSES FOR PERFORMING THE WORK DESCRIBED IN THIS ANNOUNCEMENT. The Naval Facilities (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) is seeking qualified small business contractors with current, relevant experience and the capacity/capability to investigate, install, and validate energy saving technologies newly introduced to the commercial market, or available but not widely used by the Navy, and transition these technologies into use. NAVFAC EXWC Public Works Department at Naval Base Ventura County (NBVC) is responsible for assisting Navy and other U.S. Government agencies worldwide in acquiring and installing new facilities and equipment, along with upgrading existing facilities and equipment, with an emphasis on reliability and energy efficiency. NAVFAC EXWC manages the Navy ™s Energy Savings Technology Validation (Techval) program. Interested businesses must be able to support a minimum of two installations of six different technologies per year, for twelve total demonstration projects per year at twelve geographically separate facilities. This work includes all necessary project management, design, installation, analysis, and reporting on the technologies tested. This Contract will require experience and performance in: planning, design, construction, installation, commissioning, testing, evaluating, operating, and removal of the following technologies, systems, hardware, and equipment: Heating, Ventilating, and Air Conditioning (HVAC) Direct Digital Controls (DDC) for Facility Management Supervisory Control and Data Acquisition (SCADA) Domestic and Hot Water Heating Interior and Exterior Lighting Energy Efficient Motors Boiler Plant Modifications Weatherization, Glazing, and Insulation Building and System Modeling Energy Recovery Electrical Energy Generation and Storage Renewable Energy Systems Distributed Energy Systems Water Savings Fixtures and Technology ï ­The project manager shall be a Certified Energy Manager (CEM) by the Association of Energy Engineers (AEE), and have [5] years relevant experience. ï ­Design engineers will be registered as a professional engineer or architect, and have [5] years relevant experience. ï ­Testing and instrumentation will be managed by systems or test engineers with a strong background in experimental design and data analysis. ï ­Construction will be managed by an experienced construction manager ï ­Electrical engineers shall have [2] years ™ experience with power systems, utility grids and NECC wiring codes. ï ­Lighting projects shall be designed by a lighting designer with a Lighting Certified (LC) designation from the National Council on Qualifications for the Lighting Professions (NCQLP) and be certified as a Certified Lighting Efficiency Professional (CLEP) by the Association of Energy Engineers (AEE). If the lighting project is outdoors, the designer shall be a Certified Outdoor Lighting Designer (COLD) by the Association of Outdoor Lighting Professionals (AOLP). ï ­The Contractor shall have published an energy efficiency related article in one of the following peer reviewed publications: ENERGY AND BUILDINGS LIGHTING RESEARCH and TECHNOLOGY JOURNAL OF BUILDING PHYSICS BUILDING SERVICES ENGINEERING RESEARCH and TECHNOLOGY HVAC and R RESEARCH ASHRAE JOURNAL LEUKOS ï ­The contractor ™s Site Safety and Health Officer (SSHO) shall have five years relevant experience and have current certification with US Army Corps of Engineer ™s Safety and Health Requirements Manual EM 385-1-1. ï ­Contractors and subcontractors will be experienced and fully qualified in the design, procurement, installation, test and evaluation, modernization, modification, overhaul, repair, refurbishment and demolishing of utility plants, systems, and equipment. This includes complete equipment, system, plant, and facility commissioning. ï ­All work shall conform to current applicable codes and standards of the appropriate governing body (Federal, State, or local authority having jurisdiction) and the appropriate standards setting organization (AEE, ASME, ANSI, API, AWWA, IEEE, NEMA, NFPA, ISO, etc.). Contractors must demonstrate familiarity with, and ability to apply all applicable codes, specifications, and standards. ï ­Contractors will be fully qualified to work in hazardous locations with high pressures, high temperatures, high voltage, confined spaces, high stacks and towers, etc. ï ­Contractors will be experienced in developing multi-media training and informational presentations, including digital media, graphic arts, and computer-based publishing. ï ­Contractors will be experienced in designing and operating monitoring systems for scientific analysis of new energy saving technologies. ï ­Contractors will be experienced in the collection and analysis of monitoring data, including conclusion gathering and report writing. ï ­Contractors will be experienced in conducting problem solving meetings, conferences, and similar sessions including developing agendas, facilitating meetings, and documenting results. Should this requirement proceed as an acquisition, the Government intends to solicit under NAICS Code 541712 Research and Development Physical, Engineering and Life Science with a 500 employee size standard. A single award, indefinite-delivery, indefinite-quantity (IDIQ) type contract is anticipated, with prospective task orders awarded using Cost Reimbursement/Firm Fixed Price (FFP) hybrid pricing scheme. The length of this contract is anticipated to be a base year plus four option years for a total of five years. Interested small businesses are requested to submit a brief, written capabilities statement outlining relevant experience and capabilities. The capability statement shall not exceed five pages and consist of recent, relevant past performance information in providing the type of services described above as a prime or subcontractor. Also, include whether you are a current GSA schedule contract holder and terms. Interested firms are also requested to fill out the attached Sources Sought Information Sheet.
