- 11GJQ97_0019_syn N00164-11-G-JQ97-0019 - SOLE SOURCE -Target Sight System (TSS) IR Pointer Procurement and Install/Retrofit - FSG 58 - NAICS 334511 Anticipated Issue Date: 19 MAY 2015 - Anticipated Closing Date: 30 JUN 2015 - 2:00 PM EDT THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-11-G-JQ97 Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order (JO) under a sole source Basic Ordering Agreement (BOA) N00164-11-G-JQ97. The BOA was issued to Lockheed Martin Corporation, Orlando, FL. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The basis for restricting competition was the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-11-G-JQ97 will remain unchanged. This JO is anticipated to procure and install/retrofit IR Pointers (IRP) on Government owned TSS. The IR pointer install/retrofit will upgrade production lots one (1) thru seven (7) from an AN/AAQ-30 to an AN/AAQ-30(A) TSS configuration. Government testing of the TSS with the IRP was completed and approved to be incorporated in to the TSS in 2013. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Lockheed Martin Corporation through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 24 SEP 2015. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
