- The Defense Health Agency (DHA), Contract Operations Division-Falls Church (COD-FC) in support of the Healthcare Operations Directorate is issuing this RFI for sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for transformation of the Military Health Systems (MHS) to become a High Reliability Organization (HRO) and to integrate, synchronize, coordinate, and support all initiatives and plans that resulted from a recent MHS Review. DEFENSE HEALTH AGENCY (DHA) REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT (SS) CONTRACT OPERATIONS DIVISION - FALLS CHURCH (COD-FC) 1.0 PURPOSE The Defense Health Agency (DHA), Contract Operations Division-Falls Church (COD-FC) in support of the Healthcare Operations Directorate is issuing this RFI for sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for transformation of the Military Health Systems (MHS) to become a High Reliability Organization (HRO) and to integrate, synchronize, coordinate, and support all initiatives and plans that resulted from a recent MHS Review. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611 Administrative Management and General Management Consulting Services. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. 2.0 BACKGROUND The Military Health System (MHS) Review, delivered in August 2014 and the accompanying directives from the US Secretary of Defense (SECDEF) resulted in more than 45 MHS Review action plans, 150+ associated action items, and over 250 supporting milestones spanning the areas of access to care, patient safety, quality of care, healthcare transparency, and high reliability organization (HRO). The DHA is the agency to operationalize the MHS Review directives, in support of MHS Governance, and is required to immediately provide implementation oversight on behalf of the MHS. Adding to the general transformation challenges, the MHS confronts unique challenges as it considers how to become an HRO in an environment of significant resource constraint. The operational complexities of the MHS, variation in Military Service cultures and operational variance, and complex governance are just some of the issues facing the MHS and complicating this transformation effort. In addition, the MHS undertakes this change initiative at the same time it works through four other concurrent, large-scale transformations: the reform of MHS Governance; the implementation of a new Electronic Health Record (EHR); the transformation of the Tricare Health Contract and the interface between all of our partners in the purchased care network; and the establishment of the DHA as a Combat Support Agency, supporting the Services, the Combatant Commands, and the operational forces. 3.0 SCOPE Industry capabilities are needed to perform the following services to include: Establish a comprehensive Military Healthcare System (MHS) High Reliability Organization (HRO) Program Integration Office (PIO) in order to support rapid and comprehensive transformational change and significant improvement across the entire MHS enterprise in the areas of healthcare access, patient safety and quality of care, in alignment with the tenets of an HRO. The MHS is guided primarily by The Joint Commission's definition and description of an HRO found on their High Reliability Resource Center, http://www.jointcommission.org/highreliability.aspx. Ensure integration, synchronization, coordination, and collaboration across a large number of authorities and key stakeholders within the MHS, which include, but is not limited to the: Office of the Secretary of Defense (OSD); Undersecretary of Defense for Personnel and Readiness (P&R); Health Affairs (HA); Defense Health Agency (DHA); the Joint Staff; and Army, Navy, and Air Force Medical Components, to achieve desired outcomes and the full intent and directive of the Secretary of Defense for the MHS to become an HRO. Ensure full synchronization and integration of current and emerging Patient Safety and Healthcare Quality information systems and data tools with the implementation of a new MHS Electronic Health Record while still working with the information and data in all of the various legacy information systems that the MHS is currently reliant upon. Provide robust process improvement capability and subject matter expertise, along with related and supporting change management expertise and communication and consultation support, to include training development and training delivery capability as needed, periodically, and with potential for rapid surge capability, in support of various emerging requirements that support initiatives to improve access, patient safety, and quality of care as they are identified or need study. In addition, given the HRO is intended to be a long-term, sustained operating model for the MHS, the PIO must have the capability and depth to be prepared to adapt and rapidly reorganize to new areas of focus and/or integrative capabilities over time. 4.0 GENERAL INFORMATION i. This RFI is issued solely for information and planning purposes - it does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. ii. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. iii. Indicate the socio-economic classification of source in the Market. The Government seeks to identify and, to the extent practicable, encourage maximum participation by small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns in acquisitions. The results of this RFI/Sources Sought notice may be used to determine whether the Government will set this acquisition aside for exclusive competitive participation by small business, 8(a) business development participants, HUBZone small business concerns, service-disabled veteran-owned small business concerns, and economically disadvantaged women-owned small business concerns and women-owned small business concerns eligible under the Women-Owned Small Business Program. iv. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. v. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. vi. All costs associated with responding to this RFI will be solely at the interested vendor's expense. vii. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP), if any is issued. viii. North American Industrial Classification (NAICS): 541611. ix. The page limit for responses is 20 pages or less. (Page count does not include cover page, title pages, and table of contents). x. RFI will be posted for a period of (14 days) and is due by 31 March 2015 at 5:00 P.M. xi. Primary location will be vendor location in support of the Defense Health Agency (DHA) located in Falls Church, VA with business hours established as EDT. 5.0 SUBMISSION INSTRUCTIONS a) Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this RFI for Sources Sought. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements; 4) Past or current performance within the past three (3) years with experience in transforming large healthcare systems into an HRO; 5) Past or current performance within the past three (3) years with experience in large and complex program integration in federal healthcare; 6) Experience operating and navigating the current MHS Governance construct; 7) Capability to reach back, or the existence of established relationships with HRO SMEs or Healthcare Industry best practice institutes; 8) Thought leadership in leading edge healthcare industry best practices to improve Access, Patient Safety, and Quality of Care; 9) Capability to provide subject matter expertise and skills and credibility in facilitating meetings with 2, 3, and/or 4 Star Level Military Flag Officers or equivalents on contentious and difficult issues in an attempt to achieve consensus; 10) Demonstrate current performance being able to manage very large, highly complex, and interdependent initiatives in a highly visible program integration office; 11) Current performance leading enterprise level process improvement in federal healthcare; 12) Due to the contract potentially being awarded under provision of FAR 52.232-18 subject to availability of funds, what is your company line of credit and how long will your company be able to sustain payroll if they are the successful offeror; 13) As the potential contract will be firm fixed price, what recruitment strategies do you have in place to quickly (within two (2) weeks) fill vacant positions with the best qualified candidates; The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
