- Justification and Approval for: Other than Full and Open Competition The VA Manchester Healthcare System intends to negotiate on a sole source basis pursuant to FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements with Zimmer or its authorized dealers for the purchase of ATS 4000 Tourniquet. Product Description : Automatic Tourniquet System (A)Functions to be performed: The contractor shall provide two (2) Automatic Tourniquet Systems (ATS) to be used for Orthopedic procedures. Also required are 12, 18 (2 Each), 24, 30, 34, 42, DPSB Sterile DISP CUFF PLC with sleeve. (B) Performance required; Performance of equipment required: o Microprocessor control for improved reliability and to help prevent loss of occlusion during Bier Block cuff switching. -The ability to independently control and monitor two cuffs in a Bier Block or bilateral procedure. o Dual line tubing and dual port cuffs to facilitate monitoring of cuff pressure from one line as well as supplying air to pressurize the cuff via the other. o Lithium Ion Battery, minimum of 6 hours operation time. o Precision pressure transducers in conjunction with a microprocessor-based control system. o Time and pressure defaults that can be customized to fit user preference. o Built-in inflation time alarm system to alert the operating room staff when the anticipated cuff inflation time has been reached. This system also provides a convenient means to monitor and record total inflation time. o Large, touch screen bright LED display for easy viewing. o High output pump for increased inflation rate. o Internal reservoir for increased inflation rate. oCompliant with International Alarm Standard 60601-1-8 o Self-testing of alarm tones, displays, system calibration, and certain portions of the hardware and software each time the unit is turned on. In addition, some self-testing occurs continuously during normal operation. o Multiple audible and visual alarms to alert the user of abnormal conditions: detects pressure not within acceptable limits, time alarm, low battery voltage, hardware failure. For certain types of equipment malfunctions, the unit will also display error messages for certain equipment malfunctions that identify the cause of error, thus reducing fault isolation time. o Easily accessible Quick Reference Cards containing general use instructions and help codes. o Alarm silence switch permits silencing of most alarm tones for 30 seconds. o Adjustable alarm volume (medium to high tone). o Simple calibration that may be performed without disassembly. o Modular construction for easy maintenance and repair. o Portable and designed for tabletop or tourniquet stand mounting. -Brand Name or equal. Parties may identify their interest, accompanied by supporting literature, to the Contract Specialist no later than 03/25/2015 at 2:00 p.m. Responses should be sent to Mary.Bosch@va.gov. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
