Description
J&A for SMART Protocol The United States Coast Guard (USCG) National Strike Force Coordination Center (NSFCC) intends to issue an award to Parscal Pacific, LLC, 8938 Ortega Road, Atascadero, CA 93422 on a sole source basis under the statutory authority permitting Other than Full and Open Competition under 10 USC 2304(c)(1) implemented by the Federal Acquisition Regulation (FAR) subpart 6.302-1, only one responsible source Parscal Pacific, LLC has been determined to be a sole source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System code is 611430 with a size standard of 11M three year average annual receipts. This 4-day training course for up to 10 members (per team) provides the current NOAA SMART Protocols in the oversight and collection of dispersant monitoring and in situ burn monitoring data for the Atlantic Strike Team, Gulf Strike Team, and Pacific Strike team. It is the National Strike Force's belief that Parscal Pacific, LLC has the required expertise to meet our requirement. (J&A is attached see Attachment 1) This notice of intent is not a request for proposals or quotations. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received within three (3) calendar days after the date of publication of this notice will be considered by the Government. All information submitted should support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses and questions shall be submitted via email to Jeremy R. Oliver of USCG NSFCC @ Jeremy.R.Oliver@uscg.mil.
