Description
COMBINED SYNOPSIS/SOLICITATION (I) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation document is issued as a request for proposal (RFP). Submit written proposals for RFP number DOL-15OCIOCIONAT-0172. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-80 (IV) This acquisition is set aside 100% for small businesses. The associated NAICS code is 519190. The small business size standard is $25.5 million. (V) This combined solicitation/synopsis is for purchase of the following commercial services: 0001. APC Uninterrupted Power Supply, Two (2) Each. The base period of performance (POP) will be will be 12 months from date of award. OPTION. 1001. APC Uninterrupted Power Supply, Two (2) Each, (The POP will be an additional 12 months from date of award). (VI) Description of requirements is as follows: Background. This requirement is for an annual "Service Plan" maintenance and support agreement for OCIO-OSHA for two (2) APC uninterrupted power supply (UPS) units located in OSHA' data center at 200 Constitution Avenue; NW Washington, DC. These two UPS units provide back-up electrical power critical for OSHA' network hardware. Continuous maintenance and support of OCIO-OSHA' UPS units are required in support of OCIO/DITMS' business needs. Objectives. The objective of this acquisition is to acquire services for OCIO-OSHA' maintenance and support agreement with a one year option for two installed APC UPS units for the period of performance of an additional 12 months. The specific hardware and serial numbers are detailed in the Requirements section below. Requirements. OCIO-OSHA' requires ongoing and preventive maintenance on its two APC UPS units that provide backup electrical power for network hardware. These two units are located in the OCIO/OSHA computer room at 200 Constitution Avenue NW, Washington, DC. Maintenance will include 7x24 technical support, 7x24 coverage on parts and labor and one year full battery preventive maintenance coverage with one option year of services. The following evaluation criteria shall be used to evaluate offers: (1) Technical (2) Past Performance (3) Price The lowest price technically acceptable source selection process is applicable to this acquisition. Technical proposals are being evaluated based on personnel qualification and/or educational requirements of proposed personnel. To be technically acceptable offeror must meet qualification(s) in section VI. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
