Sources Sought Notice: Firing Range Request/HSTS07-15-R-00031 Introduction: This synopsis is a request for sources sought only. The proposed contract will be for one year requirement only. The North American Industry Classification Code (NAICS) is 611699. Services anticipated to begin on or about May 15, 2015. This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice Scope: The Department of Homeland Security (DHS) has a requirement for a firearms range to conduct mandatory quarterly qualifications and other firearms training. NOTE: THE RANGE MUST BE AN ESTABLSIHED RANGE; THIS IS NOT A REQUEST TO BUILD A RANGE. The range shall be within a twenty (20) mile radius of I75 Interstate Sunrise Blvd, Sunrise, Florida. The range must be outdoor. Standards to Qualify: The proposed range must meet the following criteria/standards to qualify for consideration: • One (1) live-fire covered or all weather use firearms range • Not less than 25 fire points/stages. • Must have a firearms cleaning area. • Must accommodate a large SUV and 10x24 foot trailer. The proposed range must meet various standards to qualify. • Must be closed to the public during the corresponding hours of use. • Must have parking available for up to 25 vehicles. • Must have male/female restroom facilities with running water in close proximity. • Must provide for coverings for all weather shooting conditions. • Must be able to accommodate low light/night fire drills on all days scheduled. • Must be able to accommodate all handgun calibers to include frangible ammunition for steel targets. • Must be able to accommodate rifles/long gun. • Range rules cannot disallow student's movement between firing points or restrict movement oriented firearms training by students (standing to kneeling positions). • Range rules cannot disallow students from drawing and firing from the holster or students turning and then drawing and firing from the holster. • Range rules cannot disallow a student from multiple and rapid-fire drills. • Range rules cannot disallow a student from moving in front of the firing points with an instructor present (tactical move and shoot type drills). • Range must have proper drainage control as well as safe usable all weather surface during rainy conditions. • Range must have a structure to provide shade and protection from the elements for up to thirty (30) students and six (6) instructors. • Range must have electrical outlets at the structure site. • Rang must be available on a daily basis Monday through Friday and include the ability to schedule on holidays. • Range must be available 12 days per month for 4 hours each day. (144 days per year with 4 hour block each day.) RESPONSE INFORMATION: Interested small business firms are highly encouraged to respond to this notice. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. Responses must directly demonstrate the company's capability, experience, and ability to marshal resources to effectively and efficiently perform the objectives described above in the Scope/Standards to Qualify. The written response to this notice should consist of the following items: a. Company Name. b. Company DUNS number. c. Company point of contact, mailing address, telephone and fax numbers, and website address d. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representatives e. Date submitted. f. Applicable company GSA Schedule number or other available procurement vehicle. g. Do you have a Government approved accounting system? If so, please identify the agency that approved the system. h. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the System for Award Management (SAM). All respondents must register on the SAM located at https://www.sam.gov/portal/public/SAM/ Any offeror/source shall not submit pricing at this time. Your questions must be in writing and be e-mailed or faxed in sufficient time to be received by the Contracting Officer on or before Friday, March 20, 2015, 10:00 AM EASTERN STANDARD TIME.
