- Transducer Simrad EK60 Simrad Mounting Rings Clamp Anti-Fouling Nav System Dry Dock and Repairs to NOAA Ship OKEANOS EXPLORER The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the dry docking and repairs to NOAA Ship OKEANOS EXPLORER. The OKEANOS EXPLORER is 224 feet long overall. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: Temporary Services; Drydocking & Routine Drydock Work; Propeller and Tailshaft Inspection and Repair; ABS Special Periodic Survey - Hull 6; U/W Hull Preservation and Coating; Sea Valve Overhauls; Underwater Scientific Equipment Preservation; Forepeak Ballast Tank Preservation; Motor Room Vent Trunk Repair and Preservation; and Dock and Sea Trials. OPTION ITEMS: Freeboard Preservation; Port Light Renewal; ADCP 38 kHz Transducer Installation; Propulsion Motor Commuter Maintenance; Main Generator Room Duct Renewal; STBD Stack Main Diesel Engine Exhaust Insulation Renewal; ADCP 300 kHz Transducer Installation; and EK-60 Transducer Suite Installation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be approximately 62 calendar days, with a start date on or about October 15, 2015 and a completion date on or about December 15, 2015. Place of performance shall be the contractor's facility. The Okeanos Explorer's home port is North Kingston, RI. However, for the purpose of calculating "Foreseeable Costs" the ship's temporary home port for this offering will be Honolulu, HI beginning June 22, 2015. Ship's transit time to and from the place of performance is not included in the specified performance period. The date, time and place for the first ship inspection is April 7, 2015 at the U.S. Coast Guard Pier in San Juan, Puerto Rico. The second ship inspection will be offered on June 18, 2015 in Honolulu, HI. Vehicle and personnel access to NOAA Ship OKEANOS EXPLORER for pre-proposal inspections is restricted via gated security. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Jon Rix, on or before noon on April 3, 2015 at (w)757-441-3495 (c) (757) 613-9000 or by email at Jon.E.Rix@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer for access to the facility. This procurement is unrestricted. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. A draft copy of the Statement of Work (SOW) is attached to this notice for reference for those planning to attend the ship check. The RFP will be issued on or about March 26, 2015 with proposals due on or about July 1, 2015. The anticipated award date is on or before August 30, 2015. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value, price and price related factors considered. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
