- Description
- The Space and Naval Warfare Systems Center Pacific (SSC Pacific), IAW 10 U.S.C. 2304(c)(5), and as implemented by FAR 6.302-5(b)(5) intends to issue a Sole Source award under the HUBZone Act of 1997. A Request for Proposal (RFP) N66001-15-R-0067 using other than full and open competition to procure research and development (R&D) services from Willlcor, Inc. will be issued. The Space and Naval Warfare Systems Center, Pacific (SSC Pacific) and the Office of Naval Intelligence (ONI) have identified a requirement for in-place engineering, acquisition, configuration management, and risk management processes, which directly translates to Acoustic Intelligence (ACINT) Department requirements for the ACINT legacy Processing, Exploitation, and Dissemination (PED) systems and the newly delivered ONI Measurement and Signal Intelligence (MASINT) Enterprise for Global ACINT (OMEGA). These engineering, acquisition, configuration, and risk management processes drive the long term planning for all ACINT requirements. The Contractor shall provide support to: Program documentation generation, tracking, change comment coordination and resolution. InteLink Program web based program status, documentation repositories and event and milestone management. Program reviews, including the development of briefs and briefing material for periodic acquisition program reviews. ACINT Modernization Program Manager (PM), Chief Engineer (CHENG), and System Architect (SA) in the areas of maintaining, controlling, approving, reviewing, and change control processes for Service Oriented Architecture (SOA) artifacts; business process documentation; and Concept of Operations (CONOPS) review and change control. Data Management (DM), Configuration Management (CM), and Risk Management SSC Pacific contemplates the award of a level of effort, Cost-Plus-Fixed-Fee (CPFF) type contract with a one-year base and four one-year options. Approximately ninety nine percent (99%) of the work will be performed on-sie at ONI. The remaining one percent (1%) of the work will be performed at the contractor's facility. This is a follow-on action to Seaport solicitation N00024-09-R-3341, which was competed. The anticipated release date of the solicitation with attachment (Performance Work Statement, Contract Data Requirements List (CDRL) DD Form 1423, and DD Form 254 Contract Security Classification Specification) will be on or about 31 Mar 2015 with an anticipated award of 10 Jun 2015.
