- Description
- The Contractor shall verify site conditions and conduct all field surveys and measurements as necessary to complete this project. All performance under this project shall meet or exceed US Government and Japanese Construction Standards. The Contractor shall provide all labor, materials, equipment and any other necessary items to complete this project identified in the Statement of Work (SOW) and Specifications for Project No. LXEZ 18-1782, Repair Service Apron No.3 (A51B, A52B and A53B), Kadena Air Base, Okinawa Japan. Perform all work indicated in the SOW, Specifications and Drawings which will be included in the solicitation package. The scope of work for this project includes but not limited to: A. Overall objective: The requirement is to replace existing Asphalt Concrete (AC) pavement with new 12" thickness Portland Cement Concrete (PCC), remove and replace existing base course, existing joint seals, repair spalls and cracks on the service airfield apron. B. General Description of work: 1. Remove and dispose of existing AC pavement with base course, remove and dispose of existing pavement juncture. Replace existing PCC joint seal and remove existing crack seals, including disposal, backer material resurface and clean joints. 2. Provide new PCC pavement with dowels, new AC shoulder, base course, joint seals, and paint marking (retroreflective paint). The magnitude of this project is expected between $1,000,000.00 and $5,000,000.00 in accordance with FAR 36.204, which means the Government's Cost Estimate falls in this magnitude. Selection will be based upon evaluation factors which will be stipulated on the solicitation package. For more details will be posted when determined. The site visit will be determined when the solicitation is issued. *Offerors are urged and expected to attend the site visit. If you need an escort to attend the site visit, please make an appointment with the POC to obtain the pass. You must bring the proper identification (valid passport or driver's license). For the vehicle pass, please make sure you bring the proper ORIGINAL insurance documents, Failure to provide the proper documentation may cause you to be unable to enter the base. To eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM). Register via the SAM website https://www.sam.gov. All responsible sources may submit a proposal that shall be considered by this Agency. Interested contractors are encouraged to submit their contact information by registering as an interested vendor utilizing the Vendor Notification Service link within the Register to Receive Notification function of FedBizOpps at https://www/fob.gov/. No bidder's mailing list will be maintained. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs. NOTE: THIS NOTICE IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN JAPAN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION.
