Description
The U.S. Army Corps of Engineers, Japan Engineer District (JED) is performing a market survey for FY 15 Add Alter Hangar 1 and Renovate Hangar H102, Yokota Air Base, Japan. This announcement constitutes a market survey that is being conducted for planning purposes only and the information received will assist the Government in developing an acquisition method for this project. This notice does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. Pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research, the purpose of this notice is to identify sources capable of satisfying the Government's requirement. This survey seeks qualified and capable contractors to submit responses to this notice in order to adequately plan the acquisition. If your company would like to be considered as a potential source for this work, please submit a response adhering to the below submission requirements. PROJECT DESCRIPTION Project Title: FY 15 Add Alter Hangar 1 and Renovate Hangar H102, Yokota Air Base, Japan Project Location: Fussa, Tokyo, Japan North American Industry Classification System (NAICS) Code is 236220 Project price magnitude is between 500,000,000 YEN and 1,000,000,000 YEN (utilizing a 103.9439 YEN to 1 U.S. dollar rate) The scope of this project consists of modification of Hangar 1 to accommodate flight simulator training. A fabric enclosure for the Flight Training Device (FTD) and a modular building for the briefing rooms, computer rooms and support areas for the FTD will be purchased by the User under a separate contract. The fabric enclosure and modular building structures will be Government-furnished, Contractor-installed. Additionally, the contractor will provide cleaning and painting of the hangar floor area inside the enclosure area, and a steel stair to the Flight Training Device. Access flooring,HVAC, fire suppression and lighting will be installed by the contractor within the modular building including fire suppression, lighting and applicable connections for the fabric enclosure. A new electrical service will be installed to support the FTD simulator facility. New lighting and a fire alarm system will be required in the FTD simulator facility. A new communications room for SIPR will also be required. Access control and IDS will be included for secure areas. A single point of connection will be required in the computer room for the simulator. Chain length security fencing will be installed within the hangar to delineate interior spaces and provide access control for the secure areas. The project will include specifications that require worker protection during demolition activities, during concrete pulverizing and include proper handling and disposal of concrete waste, due to reports of existing concrete containing asbestos. Specifications will also be provided for handling and disposal of Lead -based paint. This project will comprise of renovation and upgrade of Hangar 102. Existing structures inside Hangar 102 will be demolished. The hangar floor will be power-washed and paint will be provided for two aircraft maintenance positions. Concrete for the entire hangar bay will be sealed. The project will also include refinishing of the hangar door support structure and cable mechanisms. A fire-rated modular enclosure will be purchased by the User under a separate contract, and will be Government-furnished, Contractor-installed as part of this project. The modular enclosure will be installed on a new slab poured over the existing hangar floor. Within the modular enclosure, the project will include construction of new offices and restroom facilities. A fire suppression system will be required in the modular structure, as well as a HVAC system for heating and cooling. All existing power, lighting, fire alarm, and communication devices, cables, and conduit will be removed with the exception of devices and cables associated with the hangar door. New 50Hz and 60Hz services will be provided to the hangar. New lighting will be required throughout the hangar. A new fire alarm system will be needed where required. Service racks with 60Hz power will be provided for aircraft maintenance. Spare panel boards will be required for future connection of modular buildings. A new communications room will also be required. Compliance with ETL 02-15 will not be required; a waiver is in process with coordination between the User and Yokota Air Base. Specifications will also be provided for handling and disposal of Lead -based paint. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS MARKET SURVEY (1) Name of your company, address, phone number, email, and point of contact. (2) A statement of intent from your company, that should this project be formally solicited, you will submit a price proposal. (3) Letter from your insurance (surety) company stating that your firm has adequate bonding capacity within the project magnitude of 500,000,000 YEN and 1,000,000,000 YEN (4) Statement of capability from your company, identifying applicable skills, experience, knowledge, past performance, and equipment required to perform this project. Limit this statement of capability to no more than five (5) pages in length. The type of solicitation issued and the manner of advertisement may depend on the responses to this market survey. If you do not intend on submitting a proposal for this work if it is formally advertised, please do not submit a response to this market survey.
