W911KB-15-R-0030 Taku Gardens Housing Maintenance, ALASKA THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. The U.S. Army Corps of Engineers is conducting market research to facilitate a determination of acquisition strategy. The determination of acquisition strategy for this acquisition lies solely with the government and will be based on this market research and information available to the government from other sources. The U.S. Army Corps of Engineers, Alaska District, is conducting this market research to identify businesses which have the capability to perform the following work: This solicitation will be considered for a SMALL BUSINESS SET-ASIDE to include 8(a), Small Woman-Owned Business, Disabled Veteran-Owned business, and Hub Zone business. Any resulting contract will be firm-fixed priced with cost reimbursable line items. The solicitation for this project will be available by INTERNET ACCESS ONLY and will be available for download on or about April 15, 2015. Access to the documents will be through a link on the FedBizOpps website: http//www.fbo.gov. Use the Advance Search function and use this solicitation number to Search by Solicitation/Award Number. Any future amendments to this solicitation will also be available for download from the FedBizOpps website. The selected contractor is required to have sufficient staff, flexibility, and capability to be available on an as-needed basis. Interested firms must be able to provide all personnel, materials, equipment, tools, supervision, administration, and transportation to provide maintenance for the Taku Gardens Housing. Listed below are the major task categories.. The estimated dollar magnitude of this project is anticipated to be between $1.5 million and $2.0 million. The performance period will be June 1, 2015 through May 30, 2016. The Service Contract Act applies for this acquisition. Bid, payment, and performance bonds are not required for services contracts. There is a requirement for insurance for work on a Government installation in accordance with FAR 52.228-5. The contractor shall have at least the minimum amounts of insurance as required in FAR 28.307-2. Therefore, the successful offeror shall have the capability to acquire such insurance. DESCRIPTION OF WORK: Scope encompasses but is not limited to the following typical property maintenance activities such as routine refuse collection, snow removal, lawn and landscape maintenance and fence repair. Mowing and landscaping may be required for backyards total approximately 2.5 acres and front yards total approximately 2 acres. There is a total of 8,250 linear feet of fence that will require trimming. In addition, there are 58.5 unfenced acres that will require mowing. Typical between occupancy preventive maintenance activities may include housing unit cleaning, carpet cleaning, lubrication and adjustment of all hardware, tightening of all fasteners, securing or repairing weather stripping, repairing or replacing damaged hinges and latch plates, maintaining drain stops in all bathroom vanity sinks, repairing or replacing seals, gaskets, mixing valves, faucets, towel racks and other bathroom accessories. Inspection and testing of garage door openers, smoke alarms, GFCI receptacles and breakers is also included. Interior handrails shall be maintained as well as kitchen and bathroom P-Traps. All bathroom and kitchen caulking will be removed and replaced. Non typical between occupancy maintenance activities may include but is not limited to carpet stretching or replacement, installation of sub-floors, interior paint and texture, flooring repair including refinish or replacement, door replacement, appliance replacement (such as refrigerator, washer/dryer, range, microwave, etc.), fence replacement, entire kitchen or bathroom replacement and disposal of non-salvageable material. Additionally, there may be emergency 24/7 call outs required. The applicable North American Industry Classification System (NAICS) code is 561790, The small business size standard for this NAICS Code is $7.5 Million. THIS IS A SOURCES SOUGHT FOR QUALIFIED PRIME CONTRACTOR FIRMS ONLY. Packages should include the following information: (1) Business name, address and business size under NAICS 561790. (2) If a small business, identify small business type (HUBZone, SDVOSB, 8(a), Woman Owned Small Business, etc) and DUNS Number. Small Businesses are encouraged to respond. (3) Demonstration of the firm's experience as a prime contractor on projects of similar size, type and complexity within the past five years. List actual projects completed and include project title and location, a brief description of the project to include dollar amount of the project and work that was self-performed. Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered. If the project is cancelled, all proposal preparation costs shall be borne by the offeror. System for Award Management (SAM), as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the SAM database will make an offeror ineligible for award.
