- This announcement constitutes a Sources Sought Synopsis for information and planning purposes to identify the availability of potential small business sources capable of providing litigation support services for the Naval Litigation Office, Office of General Counsel. The Naval Litigation Office (NLO) consists of approximately 36 trial attorneys organized into six trial teams. NLO attorneys represent the interests of the Department of Navy (DoN) in all major contract litigation, federal employment litigation (including class actions), environmental litigation, and bankruptcy. The cases may involve hundreds of millions of dollars, have critical impacts on the mission of the Department, and/or national security classification requirements. NLO support services include litigation support and automated litigation support encompassing a wide variety of services and products. The contractor will assist NLO attorneys to acquire, organize, develop, and present evidence and legal analyses. The services to be provided include: electronic information/document collection and preservation; searching, organizing, and reviewing electronic information/documents (including archival research); indexing; hosting databases that meet Department of Defense requirements for secure, web-based access that permit trial attorneys to search and review electronic information/documents; discovery planning and coordination; cataloging; trial input and support; trial process review and analysis; client support; motions production and presentation; legal research; cross-case input and guidance; moot court assistance; direct litigation support during trials and hearings; and other litigation support functions across the range of NLO cases and in support of NLO trial teams and individual trial attorneys. In addition, the contractor will provide recommendations regarding NLO case processing systems, lawyer training, and process improvements in all areas of the NLO practice. A Cost Plus Fixed Fee contractual vehicle is anticipated that will consist of a 12-month base year period of performance and contain provisions for four (4) additional 12-month option periods. The North American Industrial Classification System (NAICS) code for this acquisition is 541199 and the standard is $11 million. Small business firms possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this sources sought notice via the submission of an executive summary, no more than three (3) pages in length. The submission should include the following information and reference N00189-15-R-Z039 1. Company name, address, and point of contact with corresponding phone number and e-mail address 2. DUNS number, Cage Code, business size and classification 3. Capability statement displaying the contractor ™s ability to provide the services to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last five (5) years. This relevant past performance information should identify the applicable contract number; total contract dollar amount; capacity performed (Prime or Sub); contract period of performance; description of the relevant services provided AND the relevancy of the services to the proposed Naval Litigation Office requirement; and a customer point of contact with corresponding telephone number and e-mail address (up to two references) 4. Describe the level at which you perform the majority of your contracts. Are they at the prime or sub-contract level? Standard brochures and/or paraphrasing of the Source Sought Notice will not be considered sufficient to demonstrate the capabilities of an interested party.
