- V20 ONLINE CLINICAL REFERENCING STATEMENT OF WORK (SOW) I.INRODUCTION & OVERVIEW The Veterans Affairs (VA) Northwest Health Network also known as Veterans Integrated Services Network 20 (V20) requires online web access to a cross-searchable medication, toxicology, and patient education database. The online platform must allow quick searches across all resources simultaneously in one search statement. Access is 24/7 for V20 staff and reduces the need for multiple individual copies of resources II.SPECIFIC REQUIREMENTS V20 requires online access to a product that shall provide, via one interface and one search platform, access to comprehensive databases. Databases shall provide drug information, dosing and therapeutic tools, and drug identification relevant to V20 staff to assist them in providing safe and effective care to Veterans. This includes: a)Comprehensive Medication Monographs (including but not limited to) i.Information regarding FDA and non-FDA indications ii.Summaries of clinically relevant primary literature within the resource (more than just a reference to the source) iii.Side by side comparative drug evaluations and comparative efficacy evaluations iv.Adverse drug reactions v.References to abstracts, tertiary electronic resources, and/or full text articles b)Pharmaceutical Product Identification c)IV Compatibility Tools d)Toxicology/Poison Control Management e)Patient Education Materials f)Drug Interaction Tools g)Medication Dosage and Laboratory Calculators h)Medication Safety Data Sheets i)Teratogenic Medications Database j)Ability to Search Across all Databases contained within the Resource with One Search Term III.TASKS For the above list, the contractor shall provide the following: a)License rights for 24/7 desktop web access for V20 in: i.Alaska VA Healthcare System and Regional Office (Anchorage, AK) ii.Boise VA Medical Center (Boise, ID) iii.Portland VA Medical Center (Portland, OR) iv.Roseburg Healthcare System (Roseburg, OR) v.VA Puget Sound Healthcare System (Seattle and American Lake, WA) vi.Mann-Grandstaff VA Medical Center (Spokane, WA) vii.Jonathan M. Wainwright Memorial VA Medical Center (Walla Walla, WA) viii.VA Southern Oregon Rehabilitation Center & Clinics (White City, OR) b)Customer service shall be available to troubleshoot website and connectivity issues via phone or email. c)Costumers require a single access interface to search across multiple resources. This type of simultaneous searching reduces the need for multiple searches and saves the agency researcher's time and the cost of purchasing multiple print subscriptions through carious contactors. IV.DELIVERABLES a)Static URL, password information (if necessary), product training, technical support numbers, account number, promotional materials, monthly usage statistics. b)The contractor shall have the ability to provide usage statistics on a quarterly basis. The format of the usage statistics is provided either via email or contractor provided login and should include session count, search count and total document retrievals per title. c)Contractor shall provide online tutorials. Contractor shall also provide on-site training, briefings and updates to V20. d)If a plug-in, additional software or recommended software is required for optimal use, please include specific requirements. Contractor will address any questions or problems encountered when using this product with supported software or hardware. V.PERIOD OF PERFORMANCE Contract will be for 12 months, plus 4 one year options. VI.PAYMENT Payment will be made after satisfactory completion of concrete deliverables/service (i.e. access is available system-wide via a static URL-IP access). Original invoices should be uploaded to the Tungsten Network: http://www.tungsten-network.com/US/en/veterans-affairs/ Invoices shall include: a) Vendor name, invoice number, and date b) Remittance address (address where the payment is to be issued) c) Station Number, Purchase Order Number (PO#) d) Contract number e) Itemized description of goods or services, quantity, and unit price f) Total dollar amount of invoice g) Discount or net terms The VAFSC can accommodate electronic funds transfer (EFT) payments and also maintains an online Vendor Inquiry System that allows vendors direct access to payment status. VII.SALIENT CHARACTERISTICS Product quoted must meet these characteristics: V20 requires online access to a product that shall provide, via one interface and one search platform, access to comprehensive databases. Databases shall provide drug information, dosing and therapeutic tools, and drug identification relevant to V20 staff to assist them in providing safe and effective care to Veterans. This includes: a)Comprehensive medication monographs (including but not limited to) i.Information regarding FDA and non-FDA indications ii.Must have summaries of clinically relevant primary literature within the resources (more than just a reference to the source) iii.Grade and strength of evidence ratings iv.Side by side comparative drug evaluations with primary literature summaries to allow time effective comparison of more than one agent with one search. This feature assists VA providers in formulary management and is essential for optimal medication use, safety and cost effectiveness. v.Must have comparative efficacy and place in therapy evaluations to allow VA clinicians to have immediate access to high quality, in-depth drug information. Detailed and referenced comparative efficacy evaluations are also essential for formulary management. vi.Most comprehensive information available about drug use in special populations including renal impairment, hepatic impairment, geriatrics, dialysis, obesity, and other relevant disease states that will vary by drug (e.g. for phenytoin, relevant disease states include hypoalbuminemia, trauma and critical illness). vii.Adverse drug reaction information viii.Risk evaluation and mitigation strategy (REMS) information ix.References to abstracts, tertiary electronic sources, and/or full text articles b)Ability to search across all databases contained within the resource with one search term. c)Detailed drug consults providing detailed answers to clinical questions including comprehensive primary literature evaluation. d)Alternative medicine database e)Pharmaceutical product identification including capability of searching by imprint, description, or slang term. f)Comprehensive IV compatibility tool g)Toxicology/Poison control management database including: i.Substance exposure specific treatment information on providing life support, monitoring, managing oral exposure and enhancing elimination. ii.Comprehensive evidence based, current data reviewed and evaluated by clinical experts h)Patient education materials in at least English and Spanish i)Drug interaction tool i.Capability of entering multiple drugs and allergies for a given patient ii.Output from entry of one list of drugs shall include detailed drug-drug, drug-allergy, drug-ethanol, drug-lab, drug-food, drug-tobacco, drug-pregnancy, and drug-lactation. iii.Interaction information shall include severity, assessment of level of documentation, summary, detailed literature discussion and references, and management recommendations. iv.Medication dosage, clinical, and laboratory calculators including easy to find antidote dosing calculators and monograms. j)Material Data Safety Sheets k)Teratogenic Medications Database i.Access to most comprehensive information from multiple databases devoted to teratogen information. ii.Access to this information is highly valued be V20 Women's Health providers and supports VA Strategic Health Initiative for Women. l)Web based mobile access available for commonly used device such as iPhone ®, iPad ®, DROID ®, and Blackberry ®. VIII.SECURITY & PRIVACY CONTROL The Certification and Accreditation (C&A) requirements of VHA Handbook 6500.6 do not apply to this requirement; therefore, a Security Accreditation Package is not required. No C&A or MOU/ISA is required. Sensitive information exposure as part of this contract involved applicable security controls within the facility as part of the VA Information Security. IX.HIPPA COMPLIANCE Contractor must adhere to the provisions of Public Law 104-191, Health Insurance Portability and Accountability Act (HIPPA) of 1996 and the National Standards to Protect the Privacy and Security of Protected Health Information (PHI). As required by HIPPA, the Department of Health and Human Services (HHS) had promulgated rules governing the security and use and disclosure of PHI by covered entities, including the Department of Veterans Affairs (VA). In accordance with HIPPA, the Contractor may be required to enter into a Business Associate Agreement (BAA) with the VA. The Contractor will take due diligence to make sure that VA sensitive information and data that is viewed, faxed or similarly transmitted, or discussed verbally is protected from unapproved disclosure.
