- a. This is Sources Sought announcement for market research and planning purposes. It is not a Request for Proposals. The U.S. Army Corps of Engineers (USACE), Transatlantic, Middle East District (TAM) is conducting market research to garner interest and the capabilities of United States firms for construction of Secure Spaces at the Naval Support Activity, Bahrain. b. Project Scope: The project scope is the construction of secure spaces on one-floor of a multi-story facility which provides operations and administrative support. The project provides interior build out of office spaces with associated plumbing, mechanical, electrical, communications, fire alarm, and mass notifications systems. Supporting work includes procurement and installation of new rooftop mechanical units serving selected offices within the secure spaces, as well as any exterior and interior demolition or deconstruction required to perform the new work. The work may include designing, providing and installing furniture, fixtures and equipment. The work may include completing the design of fire protection systems and construction of same. c. Set asides and codes: The project is classified through the North American Industry Classification System (NAICS) under code 236220 Commercial and Institutional Building Construction with a size standard of $36.5M. The FSC is Y1PZ Miscellaneous Buildings - Construction of Facilities. d. The Government anticipates awarding a classified, firm fixed price contract. e. The estimated magnitude of this project is between $1,000,000 and $5,000,000 with an estimated period of performance of 180 calendar days from issuance of Notice to Proceed. f. The Government is considering the use of full and open competition procedures for this project. The Best Value Trade-off source selection process will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the RFP. This acquisition will result in a single fixed price contract. The successful offeror will have demonstrated experience in constructing secure spaces in accordance with IC Tech Spec for ICD/ICS 705, quote mark Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities quote mark, dated 23 April 2012. g. Additional Information: All offerors will be required to submit a bid guarantee. Performance and payment bonds will be required after award of the contract. The contractor must be licensed and sponsored to conduct business in Bahrain All work shall be accomplished by skilled tradesmen who are US Citizens and Secret cleared. This announcement does not restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. A contractor will neither be pre-qualified nor excluded from the competition based upon any information provided in reply to this announcement. h. A bidders list will not be generated from replies to this announcement. Contractors will not automatically receive the RFP package as a result of replying to this announcement. i. A pre-solicitation announcement will eventually be publicized at the Federal Business Opportunities website. An announcement is tentatively scheduled for late June 2015. Contractors are responsible for monitoring the website for the pre-solicitation announcement and for any posted changes or amendments. j. Interested firms should complete the Capabilities Statement and the Project Experience Sheet(s) included with this announcement. Provide your experience with not more than three secure space construction projects.
