Description

Synopsis: THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. The Veterans Affairs (VA) National Cemetery Administration (NCA) anticipates to issue a Request for Proposal (RFP) numbered VA786A-15-R-0013. This acquisition is for Architect/Engineer (A/E) services, and is procured in accordance with the Brooks Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. The objective of this requirement is to develop maps of National Cemetery showing as-built conditions for the Veterans Affairs (VA) National Cemetery Administration (NCA) in AutoCAD and Geographic Information System (GIS) format using survey grade GPS and/or traditional land surveying methodology. The contractor is responsible for performing geographic data collection of cemetery interment information. The project will consist of but not limited to: "Performing traditional and/or GPS land surveying required to create National Cemetery Maps in both AutoCAD and GIS format using the appropriate coordinate system "Determining latitude/longitude/elevation and other CAD/GIS attributes to locate headstones, flat marker, grid monuments, infrastructure hard points (civil and utility features, etc.) and perform topographical, boundary and tree survey as needed "Photographing each headstone, flat marker, grid monument, and infrastructure feature "Create an interment database of headstones with linked pictures of headstones "Documenting GIS feature attributes as shapefiles "Producing Microsoft Access 2010 database "Coordinate with each parent cemetery to review Burial Operations Support System (BOSS) database "Coordinate with the Historic Preservation Office to review Historic Burial Ledger database. Before a SDVOSB is proposed as a potential contractor, they must be verified by VETBIZ and registered in System for Award Management (SAM) (www.sam.gov), AND Vendor Information Pages (VIP) at www.vetbiz.gov database as a "VERIFIED" SDVOSB firm, and must have a current record in the Online Representations and Certifications Application prior to submission of SF330 by close of solicitation. Failure of a proposed SDVOSB to be verified by the CVE at the time the SF330 is submitted will result in their elimination as a proposed contractor. The proposed services will be obtained by a Negotiated Firm-Fixed Price Contract. The NAICS Code for this acquisition is 541370 and the applicable Small Business Size Standard is not more than $15.0 Million average annual gross revenues for the past three fiscal years. The construction cost range for this project is between $100,000. to $250,000. The Request for Proposals (RFP) solicitation is anticipated to be issued on or about April 2, 2014. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. The Government will not pay, nor reimburse, any costs associated with responding to this request. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Contract Specialist for this procurement is Marilyn L.
