- SOW COMBINED SYNOPSIS / SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-(SSSA)-15-178 and the solicitation is issued as a request for quote (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-80 effective March 2, 2015. This acquisition is set aside 100% for small businesses. The associated NAICS codes are 238210 (the small business size standard $15.0) and NAICS 334310 (the small business size standard is 750 employees). STATEMENT OF OBJECTIVES The purpose of this upgrade is to modify the current conference room equipment from an outdated analog A/V system to an up-to-date digital A/V system. Title: NSC/2172 Conference Room A/V System Upgrade The NSC/2172 conference room was last modified in January of 2011. The current state of the conference room uses analog audio and standard definition video technology. The current A/V system consists of an equipment control system (AMX ), room speakers, room microphones (wired: Revolabs, wireless: Revolabs ), room computer, projector (NEC MT1065), video conferencing codec (Tandberg 3000MXP), room cameras (Sony PSC-C300), room audio conferencing system (Polycom Vortex) and conference table cable cubbies (Extron Cable Cubby 600). With this digital upgrade, we will be upgrading video from standard definition (SD) to high definition (HD). The upgrade will also introduce new microphones to address audio reinforcement issues. A new DSP will be introduced to address audio reinforcement support as well as provide the correct parameters for the microphone and speaker audio levels. This upgrade will also introduce a new control system, a new video conferencing codec and other equipment to bring the system up to date. Scope of Work The proposed upgraded A/V system should be designed and installed to meet the below requirements. Site Visit Special Note - There is a required site visit that must be attended if you plan to submit a proposal for this requirement. The site visit must occur on March 19, 2015 at 10:00AM until 12:00PM. Each contractor must schedule a visit to the site to review the current conference room setup and A/V system to determine how to upgrade the room to meet the new requirements set forth in the solicitation and the attached Statement of Work (SOW). Contractors must contact the contract specialist Andriani Buck at andriani.buck@nih.gov to state their intent to visit the conference room on March 19, 2015 from 10:00AM until 12:00PM. Tasks/Configuration Requirements •HD Video and Controller oInstall new digital video switcher. Upgrade all wiring to take advantage of the upgraded digital functionality. Where possible, convert analog video to digital video to take advantage of high definition video output to all HD sources. All inputs should be selectable and routable to all outputs oWhere upgrading from SD video to HD video is not possible, run appropriate wiring to remedy the issue when SD equipment is replaced with HD equipment during phase 2 of this project. oRun all wiring to locations that will need new wiring in phase 2 •Microphones oTable Microphones Wired gooseneck microphones at each seat location. Minimal wiring should be viewable from the table and cable management should be handled under the table. (Ex. Shure DDS 5900) oLapels Remedy issue of current lapel microphones only picking up voice in a limited directional field; improve speaker radius oPodium Microphone Add microphone at podium with improved direction radius •Audio oReinforce conference room table audio oReinforce podium audio oReinforce lapel microphones •Projector oNative 1080P resolution oMultiple HDMI inputs oRS232 control port •Projection Screen oIn ceiling design oMotorized o114" to 130" •Cable Cubby HDMI addition oAdd HDMI inputs to the existing table cable cubbies •Lectern oInstall new lectern oAccommodates a podium PC and monitor oAccommodates USB support for installed podium PC •Video Conferencing Equipment oUpgrade current VTC unit to a current model with HD video compatibility oMulti-site functionality CONTRACTOR EXPERIENCE REQUIREMENTS - KEY PERSONNEL NINDS/IRMB requires: •The designer(s) and installer(s) proposed for this project to be InfoComm certified for the past 5 years. •The designer(s) of the NSC/2172 conference room A/V system should possess CTS-D and CTS-I certification. •The installer(s), of the system, should possess CTS-I certification. The resumes of the individuals recommended for this project must include their certifications. The certifications should be in an easily identifiable separate section of the proposal. The contractor should have knowledge of NIH AV protocols. The proposal must include past performance for at least 3 companies, noting any NIH experience or knowledge of NIH AV protocols explicitly. The following positions are considered "Key Personnel" in support of this contract initiative. The listing of key personnel will become part of contract Clause E, Contractor Experience Requirements - Key Personnel. •A/V System Designer •A/V System Installer/Integrator •A/V System Component(s) Programmer(s) DATA RIGHTS The NIH/NINDS/IRMB will retain the right to ownership of programming code produced in regards to the NSC/2172 conference room audio/video (A/V) system(s). Upon completion of the project, copies of all A/V system code will be provided to government point of contact (Kevin Powell) including but not limited to: •Control system code •Touch panel code •Audio DSP code Please refer to the attached Statement of Work for further detail, specifications, and evaluation criteria. FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
