(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and delivery. Technical and past performance when combined, are not as important as price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Please see the attached Frequently Asked Questions for answers to previously asked questions. 1. This is a one year contract for venue and catering services for Fort Benning. Purchase Order will be awarded on an all-or-none basis; each offer will include bids for each scheduled event. All dates for each event will be included in bid. Alternate dates not allowed at this time. Vendor will perform in accordance with attached Statement of Work (SOW). 2. The venue must be within 10 miles of Fort Benning to facilitate transportation constraints. The location must be in a traditionally known safe area of town and make it possible for the international military students and their families to venture out on foot in the evenings to local stores/activities/theater. There must be optimum lighting in and around the area to provide a high level of security which will be determined by the COR. 3. Offerors will upload proposed menus, beverages, etc. for each type of event, i.e. Cresting Ceremony, Meet and Greet Reception, and Annual Thanksgiving Dinner. Selected menus will be used for each date these events are scheduled. Failure to upload or provide proposed menus could result in disqualification of bid.
