- Notice of Intent to Award a Sole Source Increase Under Contract N00033-14-D-8005 Military Sealift Command- Washington, DC (MSC-DC) intends to issue a modification under N00033-14-D-8005 with Emprise Corporation to increase the maximum quantity of the Contract under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 01 April 2015. The Contract provides support services to the MSC Fleet as well as other U.S. Navy and Government-owned vessels in the areas of maintenance, reliability and system engineering services, and engineering and technical services, as well as system data development services in the performance of investigative and design efforts relating to material readiness, preventive and predictive maintenance, and condition monitoring programs. The contract increase is required because of shipboard Energy Conservation initiatives, requirements analysis for Virtual Technical Library (digital) software for shipboard installation, Computer Based Training for the T-AKE maintenance management, and U.S. Navy Diesel Readiness System (DRS) SAMM Support requirements not identified prior to Contract award. Emprise Corporation is currently providing same and similar services as will be required under task orders issued as a result of this modification. No other firm provides the total support services that MSC requires. Using other companies would result in substantial duplication of costs that are not expected to be recovered through competition. In addition, the delays associated with bringing in a new contractor or contractors and having new personnel develop the necessary skills are unacceptable and could result in failure to meet the Government's mission. The North American Industry Classification System (NAICS) code for this requirement is 541330 with the size standard of $38.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within 7 calendar days of publication of this notice, shall be considered by MSC. All responses must be submitted to the Government point of contact Brandy Thomas at the email address brandy.thomas1@navy.mil. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
