- This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. The purpose of this sources sought synopsis is to determine interest and capability of potential qualified businesses relative to the NAICS code 562998. The Small Business size standard for this NAICS code is $7.5M. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. Large and Small Businesses are invited to answer this market survey and provide their contact information to determine market capabilities. Hurlburt Field FL is conducting market research to determine the existence of potential sources to provide Street Sweeping Services. The potential requirement will consist of: The contractor shall provide all non-personnel services to include all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to performs street and vehicle surface sweeping operations, to exclude airfield/airfield surfaces at Hurlburt Field, Florida. The contractor shall perform to the standards in the contract as well as all Department of Defense, United States Air Force, local, state, federal regulations, and appropriate Final Governing Standards (FGS). Sweep paved roads and roadways, parking lots, and parking areas. The contractor shall establish in writing vehicle routes and sweeping schedules upon contract award. They are to be submitted to the Contracting Officer (CO) five (5) calendar days prior to start of contract performance. The contractor may propose adjustments to the schedule in writing to the CO for consideration at any time but as a minimum the government Contracting Officer Representative (COR) and contractor shall monitor fill capacities during the first 30 days of performance and during any other period to be agreed upon during the same performance period. No changes are allowed to the schedule or sweeping route without COR approval. The contractor shall propose routes through Hurlburt Field using only the Contractor Vehicle Inspection (CVI) area, located on the East side of the base off Martin Luther King Blvd. Once approved by the CO and COR, sweeping shall be commence between the hours of 0700 to 1500 and 1600 to 0000 Monday through Friday. Operations outside of these ours shall require written notification to the COR 2 calendar days in advance. The contractor shall submit a monthly report that includes weight tickets reflecting the disposed tonnage figures, date of disposal, and type(s) of vehicle. All vehicles used in sweeping operations shall be weighed on state certified vehicle scales. The contractor shall transport and dispose of all municipal solid waste at a permitted off-base disposal site and shall be reimbursed actual fees according to submitted certified weight tickets/ invoices. A copy of the landfill(s) operating permit that material is transported to shall be provided to the CO. The contractor is responsible for disposal being in accordance with existing DoD, USAF, local, state, and federal regulations shall be responsible for any permit or fees associated with the use of off-base disposal locations and invoice for reimbursement. All work shall be performed at Hurlburt Field, Florida, 32544. This request may not directly lead to a Request for Quotation/Proposal.
